All City elections shall be conducted and held in conformance
with the provisions of Chapter 115, RSMo.
Any person who desires to become a candidate for an elective
City office at the general City election shall file with the City
Clerk, not prior to the hour of 8:00 A.M. on the 17th Tuesday prior
to, nor later than 5:00 P.M. on the 14th Tuesday prior to the next
City municipal election, a written declaration of his/her intent to
become a candidate at said election. The City Clerk shall keep a permanent
record of the names of the candidates, the offices for which they
seek election, and the date of their filing, and their names shall
appear on the ballots in that order.
The City Clerk shall, on or before the 17th Tuesday prior to
any election at which City offices are to be filled by said election,
notify the general public of the opening filing date, the office or
offices to be filled, the proper place for filing, and the closing
filing date of the election. Such notification may be accomplished
by legal notice published in at least one (1) newspaper of general
circulation in the City.
In City elections, the City Clerk shall notify the Jefferson
County Election Commission's office prior to 5:00 P.M. on the 10th
Tuesday prior to any City election except as noted in Section 115.125,
RSMo. The notice shall be in writing, shall specify that the Board
of Alderpersons is calling the election, the purpose of the election,
the date of the election, and shall include a certified copy of the
legal notice to be published including the sample ballot. The notice
and any other information required by Section 115.125, RSMo., may,
with the prior notification to the election authority receiving the
notice, be accepted by facsimile transmission prior to 5:00 P.M. on
the 10th Tuesday prior to the election, provided that the original
copy of the notice and a certified copy of the legal notice to be
published shall be received in the office of the election authority
within three (3) business days from the date of the facsimile transmission.

A. Ward
2 is hereby eliminated, thereby dividing Byrnes Mill into 3 Wards.
B. The
Alderpersons from the old Ward 2 shall serve out their normal terms.
C. The
remaining Alderpersons shall continue to serve on the Board as though
properly elected from the new Wards. The new Ward 1 shall elect one
(1) person in the April, 1992 election to serve from Ward 1 for a
period of two (2) years along with the present Alderperson, whose
term is due to expire in April, 1993. Thereafter each Alderperson
shall stand for election for a period of two (2) years. The new Ward
2 shall in the April, 1992 election, elect one (1) Alderperson to
serve for a period of two (2) years along with the present Alderperson,
whose term is to expire in April, 1993. The new Ward 3 shall elect
no one in the April, 1992 election, but both Alderpersons from Ward
3 will stand for re-election in April, 1993. The person receiving
the highest number of votes shall run for a term of two (2) years
and the person to receive the next highest number of votes shall run
for a term of one (1) year and thereafter each person from Ward III
shall run for a two (2) year term.
D. Each
Alderperson shall serve a term of two (2) years.

A. The
City is hereby divided into three (3) Wards.
B. A Map
filed with the Board of Alderpersons by the committee which prepared
the ward boundaries is to be retained in the permanent archives of
the City by the City Clerk who shall endorse thereon the following:
"This is the Official Map of the City showing the boundaries of the
Wards" (These boundaries were established on December 18, 1991 and
amended December 13, 2001, November 6, 2013, April 2, 2014, April
18, 2018 and July 18, 2018) with the date, City Seal, and signature
of the City Clerk.

C. The
Board of Alderpersons declares that in the event of any doubt as to
the descriptions of the ward boundaries set out in this Section, the
boundaries shown on said map shall be used to determine the intention
of the Board of Alderpersons.
