A. It
shall be unlawful for any person to connect, or permit the connection
of, or authorize the connection of any service line to a sanitary
sewer main or lateral within the City without obtaining a sanitary
sewer connection permit from the City and from Jefferson County Public
Sewer District.
B. No
building permit for the construction or alteration of any building
or structure which requires a potable water supply or sanitary sewer
connection shall be issued unless the owner of the property on which
such building or structure is to be situated has obtained sanitary
sewer connection permits. This provision shall not apply where a structure
connected to the sanitary sewer system exists on the lot or parcel
on which the building or structure is to be built and the proposed
construction will not increase the load on the sewer system, either
by increasing the number of persons residing on the land or by increasing
the total number of gallons or liters of waste flowing through the
system, increasing the number of pounds or grams of suspended solids
in the sewage, increasing the number of pounds of grams of heavy metals
or by increasing the amount of biochemical oxygen demand of the sewage
from the entire lot or parcel.

A. The
owner or owner's agent of any real estate who desires a sanitary sewer
connection permit shall submit an application therefor on forms approved
by the City for excavation. The application shall be, in writing,
shall be signed and verified by the owner or owner's agent of the
property which is to be connected to the sanitary sewer system, and
shall contain the following information:
1. The name and address of the owner.
2. The size, type, and proposed use of the building which is being served
by the sewer.
3. A permit must be obtained from Jefferson County Public Sewer District
and a copy supplied to the City.
B. The
contractor shall be required to post a refundable five hundred dollar
($500.00) bond on application for a sanitary sewer connection permit.
