There is hereby created and established
the office of City Administrator.

A qualified person shall be appointed
City Administrator by the Board of Aldermen with the approval of the
Mayor. The person so appointed shall serve for an indefinite term
at the discrepancy of the Board of Aldermen.

The person appointed to the office
of City Administrator shall be at least twenty-one (21) years of age
and shall be chosen on the basis of his/her executive and administrative
qualities. The person appointed to the office of City Administrator
shall devote his/her full time to the performance of the duties of
his/her office.

The City Administrator shall be compensated
for his/her services as determined annually by the Board of Aldermen
no later than June 30.

The City Administrator may be removed from office and discharged from employment as set forth in Section
115.030 of this Chapter.

No member of the Board of Aldermen
shall directly interfere with the conduct of any department or duties
of employees subordinate to the City Administrator, except at the
express direction of the Board of Aldermen as a body.

A. Administration. The City Administrator
shall be the Chief Administrative Assistant to the Mayor and as such
shall be the Administrative Officer of the City Government. He/she
may head one (1) or more departments and shall be responsible to the
Mayor and Board of Aldermen for proper administration and management
of government business, officers and employees of the City.
B. Personnel System. The City Administrator
shall act as the Personnel Officer of the City. The City Administrator,
after consultation with department heads, shall recommend to the Board
of Aldermen advancements and appropriate pay increases for City employees.
The City Administrator shall have the authority to recommend to the
Board of Aldermen appointments, promotions and removals from service
of all employees and appointed officers of the City.
C. Supervision, Control Of Departments. The
City Administrator shall direct and supervise the activities of Administrative,
Street, Park, Sewer and Police Departments and shall have the power
to alter, amend and set aside orders, rules and policies issued and
set by department heads. Coordination and control shall be exercised
through the department heads of the respective departments, if any,
and if none, then directly subject to the rules and regulations that
may be prescribed by the Board of Aldermen.
D. Purchasing. The City Administrator shall
supervise the purchase of all materials, supplies and equipment for
which funds are provided in the budget. The City Administrator shall
recommend and administer policies governing purchasing procedures
and inventory control. Contracts for services, construction and items
of equipment purchased by sealed bids must be approved by the Board
of Aldermen.
E. Supervision Of Bidding. The City Administrator
shall supervise the preparation of all bid specifications for services,
construction and equipment.
F. Board Meetings. The City Administrator
shall attend all meetings of the Board of Aldermen and have the right
to appear before and address the Board at any meeting.

A. Personnel Policy Recommendations. The City
Administrator shall recommend for adoption by the Board of Aldermen
standard personnel procedures to include position classifications
and pay schedules for all employees covered in the City's personnel
program and shall cause to be prepared written job descriptions for
all regularly employed City personnel.
B. Budget. The City Administrator shall, in
cooperation with the Board, prepare the proposed budget annually and
submit it to the Board of Aldermen, together with a message describing
its important features. The budget shall be supported by appropriate
schedules and analysis and the City Administrator shall be designated
the Budget Officer of the City.
C. Financial Recommendations. The City Administrator
shall keep the Board of Aldermen advised of the financial condition
and future needs of the City and make such recommendations as he/she
may deem desirable. The City Administrator shall prepare and periodically
revise a five-year capital improvements plan and budget.
D. Investigations. The City Administrator
shall investigate, examine or inquire into the affairs or operations
of any department, and when so authorized by the Board of Aldermen,
he/she shall have power to employ consultants and professional counsel
to aid in such investigations, examinations or inquiries.
E. Utility, Street Supervision. The City Administrator
shall supervise the proper operation of the sewer collection system
and the maintenance and repair of streets.
F. Supervision Of City Personnel. The City
Administrator shall supervise the City employees and may discharge
any employee for cause deemed sufficient. Any employee who has been
discharged by the City Administrator shall have the right to appeal
his/her dismissal to the Board of Aldermen if his/her appeal or complaint
is filed in writing with the Board within fifteen (15) days after
the date of dismissal. The authority of the City Administrator as
provided in this Subsection shall apply to City employees but not
to appointed City Officers.
G. Control Of City Property. The City Administrator
shall have responsibility for all real and personal property of the
City, except as excluded herein, and shall have responsibility for
all inventories and upkeep of all this property. City property may
be sold by the City Administrator only with approval of the Board
of Aldermen.
H. Policy Formation. The City Administrator
shall recommend to the Mayor and Board of Aldermen adoption of such
measures as he/she may deem necessary or expedient for the health,
safety or welfare of the City or for the improvement of administrative
services for the City.
I. Boards And Commissions. The City Administrator
shall work with all City boards and commissions to coordinate the
work of each and shall attend all commission and board meetings as
a representative of the City.
J. State And Federal Aid Programs. The City
Administrator shall coordinate Federal and State programs that may
have application to the City.
K. Conference Attendance. The City Administrator
shall attend conference and programs applicable to this office and
the business of the City, whenever deemed necessary by the Mayor.
L. Public Relations. The City Administrator
shall be responsible for keeping the public informed of the City's
programs and activities through all available news media and the creation
of the City newsletter.
M. The City Administrator shall prepare and
present to the Board of Aldermen a monthly report of the City's affairs,
including a summary of reports of department heads and such other
reports as the Board of Aldermen may require.
N. Other Duties. The City Administrator shall
perform such other duties as may be required by the Board of Aldermen,
not inconsistent with the State Statutes, this Code or other City
ordinances, and shall account to the Mayor and Board of Aldermen for
any actions taken when requested to do so and at all times shall be
subject to supervision, control and direction of the Mayor and Board
of Aldermen.
