A. 
It shall be unlawful for any person, corporation or other legal entity to place on, locate, store or otherwise keep in public view commercial trash dumpsters and refuse storage containers visible from the property line without first obtaining a permit from the City. The permit shall be obtained from the City Clerk or his/her staff at City Hall and shall be issued at the request of the applicant without cost.
B. 
The City shall issue temporary permits and permanent permits for project dumpsters and commercial refuse storage areas as follows:
1. 
A short-term permit is required for any equipment, storage container or project dumpster within public view for over a two-hour period and less than twenty-four (24) hours.
2. 
A long-term permit is required for project dumpsters and commercial storage containers at construction sites for periods exceeding twenty-four (24) hours.
3. 
A permanent permit may be issued for a commercial or industrial establishment for a commercial storage container or a trash refuse dumpster.
C. 
All permanent commercial storage containers in commercial districts shall be visually screened from public view by a solid fence or wall six (6) feet high on all sides, except the side used for drop off of resources. Such side shall not be required to be screened. The collection containers and equipment shall be arranged so that they are screened from residential districts and public rights-of-way.
D. 
No permit shall be issued to authorize the location of a permanent commercial refuse container to be located in a residential district within the City limits of Battlefield, Missouri, which is visible from the property line. The location of commercial refuse containers and dumpsters in a residential district not screened from public view, as herein provided, is hereby prohibited.
E. 
Construction and project dumpsters or commercial containers must be self contained and closed at all times when not in use. Commercial litter-storing equipment is allowed only during the duration of the construction or project activities.
