the City. The permit shall be obtained from the City Clerk or his/her
staff at City Hall and shall be issued at the request of the applicant
without cost.
B. The City shall issue temporary permits
and permanent permits for project dumpsters and commercial refuse
storage areas as follows:

A short-term permit is required for
any equipment, storage container or project dumpster within public
view for over a two-hour period and less than twenty-four (24) hours.
2.
A long-term permit is required for
project dumpsters and commercial storage containers at construction
sites for periods exceeding twenty-four (24) hours.

containers must be self contained and closed at all times when not
in use. Commercial litter-storing equipment is allowed only during
the duration of the construction or project activities.
