The City of Battlefield, in support
of the Enhanced Enterprise Zone Program, hereby authorizes the establishment
of incentives designed to promote investment and create jobs in areas
with lower income and higher levels of unemployment than the State
average to qualified businesses eligible for zone benefits.

The City of Battlefield hereby authorizes
a property tax abatement on improvements to real property made by
qualified businesses at the level of abatement of fifty percent (50%)
on improvements for ten (10) years. In addition, the Board of Aldermen
hereby authorizes an additional property tax abatement of twenty-five
percent (25%) for qualified businesses that obtain certification at
the Silver or higher level under the Leadership in Energy and Environmental
Design (LEED) Program for ten (10) years, for a total of seventy-five
percent (75%) property tax abatement for ten (10) years.

A. The following types of businesses within
the following business clusters shall be eligible for Enhanced Enterprise
Zone incentives, provided they are located within the Springfield
Enhanced Enterprise Zone and provided such businesses make improvements
to their property:

Except that gambling establishments
as identified and described in NAICS Sector 7132, religious organizations
as identified and described in NAICS Sector 8131, and food and drinking
places as identified and described in NAICS Sector 722 shall be excluded
and ineligible for Enhanced Enterprise Zone incentives.

B. In addition to those businesses within the business clusters identified in Subsection
(A) as being eligible for Enhanced Enterprise Zone incentives, producers of "value-added agricultural products," as that phrase is defined in Section 348.015(14), RSMo., are hereby made eligible for Enhanced Enterprise Zone incentives.
C. Notwithstanding anything to the contrary
herein, the headquarters or administrative offices of a business otherwise
excluded from incentives within the Enhanced Enterprise Zone may,
nonetheless, qualify for incentives and benefits if the headquarters
or offices serve a multi-state territory. In the event a National,
State or religious headquarters operation is not the predominate activity
of a project facility, the new jobs and investment of such headquarters
operation shall be considered eligible for benefits under Section
135.950(9)(b), RSMo., if the other requirements are satisfied. Service
industries may be eligible only if a majority of its annual revenues
will be derived outside the State of Missouri.
