There is hereby established a Park and Recreation Advisory Board
which shall consist of nine (9) citizen members, all of whom shall
be appointed by the City Council. Members appointed to the Board shall
have been residents of the City for at least two (2) years immediately
prior to their appointments.

The members of the Park and Recreation Advisory Board shall
be appointed by staggered terms of three (3) years. The members of
the Board shall receive no compensation for their services as such.
The Council may remove any member of the Board for misconduct or neglect
of duty. Vacancies on the Board occasioned by removal, resignation
or for any other cause shall be filled by the remainder of the term
in like manner in the case of the original appointment.

Board shall meet and organize by the election of one (1) of
its members as President along with a Vice Chair. The Board shall
make and adopt such rules and regulations for its own guidance and
proceedings as may be expedient, not inconsistent with the Charter
or the provisions of this Code. The Board will meet once a month with
the exception of December on the second Wednesday of the month.

A. Subject to the provisions of Section
5.6 of the Florissant City Charter, the Park and Recreation Advisory Board may:
1.
Survey and make plans for the maintenance of an adequate system
of parks and recreation facilities and activities and for the enlargement,
improvement or acquisition of parks or recreational areas and activities
and make recommendations therefor.
2.
Recommend rules and regulations for the administration of the
activities of the Parks and Recreation Department.
3.
Advise the Council and the Director of Parks and Recreation
on problems concerning the administration of the parks.
4.
Make any investigation which it may consider desirable with
reference to the administration of the Parks and Recreation Department
and report its findings, conclusion and recommendations to the Council
and the Director of Parks and Recreation.
5.
Review that portion of the annual budget of the City pertaining
to the Parks and Recreation Department and make recommendations thereon
directly to the Mayor and the Council.
6.
Recommend fee schedules to be published by the Director of Parks
and Recreation for permits and fee programs conducted or operated
by the Department of Parks and Recreation.
7.
Perform such other duties with reference to the administration
of the Department of Parks and Recreation, not inconsistent with the
Charter, as may be provided by ordinance.
8.
Promote City parks for educational, historic and scenic interest.
Recommend to the City Council any areas within the parks system that
would promote tourism within the parks.
9.
Promote healthy lifestyles for recreational opportunities, that
will benefit good eating habits that may help to prevent childhood
obesity.
10.
Promote public education to include those programs in the Parks
Department for healthier means to a healthcare life style.
11.
Coordinate with the Media Department on any ideas for promoting
parks and recreation in the City of Florissant.

The payment and processing of expenses shall be in accordance
with the regulations of the City concerning the payment of reasonable
and necessary expenses to other boards and commissions of the City.

The Arts Commission of Florissant shall make an annual report
to the City Council giving a full account of its business and its
accomplishments.
