A. 
In order to regulate and control the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition, use or maintenance of one-and-two family dwellings and townhouses, except for such portions as are herein modified, added, deleted or amended within this Article, the International Residential Code, 2000 Edition, published by the International Code Council, is hereby adopted and shall be incorporated as if fully set forth herein, and shall be hereafter known as the Residential Code of the City of Mound City, Missouri, including the following appendices:
1. 
Appendix A — Sizing and capabilities of gas piping;
2. 
Appendix B — Sizing and venting systems serving appliances equipped with draft hoods, category one appliances, and appliances listed for use in Type B vents;
3. 
Appendix C — Exit terminals of mechanical draft and direct-vent venting systems;
4. 
Appendix D — Recommended procedure for safety inspection of an existing appliance installation;
5. 
Appendix E — Manufactured housing used as dwellings;
6. 
Appendix F — Radon control method;
7. 
Appendix G — Swimming pools, spas and hot tubs;
8. 
Appendix H — Patio covers;
9. 
Appendix J — Existing buildings and structures.
A. 
Insertions. The International Residential Code, 2000 Edition, as adopted as the Residential Code of the City of Mound City, Missouri, is hereby subject to the following insertions:
1. 
Section 8101.1. The term City of Mound City shall be inserted;
2. 
Wherever a reference is made to "jurisdiction" within the International Residential Code, 2000 Edition, it shall be understood to mean the City of Mound City, Missouri;
3. 
Table 8301.2(1) — The following insertions shall be made in the chart which is contained in the foregoing section of the International Residential Code, 2000 Edition:
Roof Snow Load — Not applicable
Wind Speed — 90 miles per hour
Seismic Design Category — B
Weathering — Severe
Frost Line Depth — 36 inches
Termite — Moderate to heavy
Decay — Slight to moderate
Winter Design Temperature — 0 degrees to 10 degrees Fahrenheit

B. 
Deletions. The following portions as set forth in the International Residential Code, 2000 Edition, shall be deleted in their entirety:
1. 
Chapter 11 — Energy Efficiency;
2. 
Appendix I — Private Sewage Disposal.
C. 
Amendments. The International Residential Code, 2000 Edition, as adopted as the Building Code of the City of Mound City, Missouri, is hereby subject to the following amendments and/or modifications:
1. 
Fee schedule. Section 8108.2: Permit Fees and Section 8108.3: Building Permit Violations, of the International Residential Code, 2000 Edition, are deleted in their entirety, and in lieu thereof Section 500.020: Building Permit Fees of the Municipal Code of the City of Mound City is hereby adopted by reference as if set forth fully herein, as the fee schedule for the Residential Code of the City of Mound City, Missouri.
2. 
Work exempt from permit.
Building:
a. 
One-story detached accessory structures used as tool and storage sheds, playhouses and similar uses, provided that the structure is not permanently attached to the ground.
b. 
Oil derricks.
c. 
Water tanks supported directly upon grade if the capacity does not exceed five thousand (5,000) gallons and the ratio of height to diameter or width does not exceed 2 to 1.
d. 
Painting, papering, tiling, carpeting, cabinets, counter tops and similar finish work.
e. 
Temporary motion picture, television and theater stage sets and scenery.
f. 
Prefabricated swimming pools accessory to a Group R-3 occupancy, as applicable in Section 101.2 , which are less than twenty-four (24) inches deep, do not exceed five thousand (5,000) gallons and are installed entirely above ground.
g. 
Shade cloth structures constructed for nursery or agricultural purposes and not including service systems.
h. 
Swings and other playground equipment accessory to one- and two-family dwellings.
i. 
Window awnings supported by an exterior wall of Group R-3 as applicable in Section 101.2 and Group U occupancies.
j. 
Movable cases, counters and partitions not over five (5) feet nine (9) inches in height.
k. 
Siding and shingles.
The balance of the exemptions relative to other work shall be as set forth in Section 105.2 of the International Residential Code, 2000 Edition.
3. 
Water service. Section P2904.4 Water Service Pipe of the International Residential Code, 2000 Edition, is deleted in entirety.
a. 
Table P2904.4.1a Water Service Supply and (Distribution Piping shall be adopted except that the term water service shall be deleted therefrom and the Table shall not be applicable to water service installations;
b. 
Water Service Pipe — Water service pipe shall be only Type K soft drawn copper service pipe or Polyvinyl Chloride (PVC) plastic pipe of 1¼ inches and larger, SDR-21 200 psi shall be utilized for any underground installation of water piping. Any installation of water service pipe shall comply with this paragraph and not the standards listed in Table P2904.4.1a of the International Residential Code, 2000 Edition.
4. 
Extensive alterations. Section AJ501.3, Extensive Alterations, of Appendix J of the International Residential Code 2000 Edition, is deleted in its entirety. In the event the total area of the work areas included in an alteration exceeds fifty percent (50%) of the total area of the dwelling unit, all work shall be considered as a reconstruction and shall comply with the requirements of the Municipal Code of the City of Mound City applicable to reconstruction work.
5. 
Appeals. Section 8112: Board of Appeals of the International Residential Code, 2000 Edition, is deleted in entirety. Any person aggrieved by a decision or action of the Code Enforcement Officer or other designee of the Department of Public Works under this Article may appeal such decision or action to the Board of Code Appeals.
