The Mayor shall be the chief executive officer of the City and shall have and exercise all of the executive power of the City. He shall devote his entire time to the duties of his office.
Any person shall be eligible for the office of Mayor who shall have been a resident and a registered voter of the City of Florissant for at least two (2) years immediately prior to his election. He shall be at least twenty-five (25) years of age at the time of his election. A person shall not be eligible for such office if he shall have been convicted of malfeasance in office, bribery, or other corrupt practice. Should the Mayor be so convicted or cease to be a resident of the City of Florissant, his office shall immediately become vacant.

The Mayor shall be elected by the registered voters of the City. The first Mayor elected under this Charter shall serve until the regular municipal election occurring during April of 1967. Thereafter the Mayor shall hold his office for a term of four (4) years and until his successor has been duly elected and qualified. He shall be eligible for reelection. The Mayor shall receive an annual salary of fourteen thousand five hundred dollars ($14,500.00) payable monthly, unless said compensation is altered by ordinance. Any change in compensation shall not become effective during the term of office being served at the time the change is adopted.

The Mayor shall have the following powers and duties and shall perform the following functions:
(1) 
He shall have superintending control over all of the executive affairs of the City, require the faithful performance of all administrative duties by City officers and employees, and enforce the laws, Charter and ordinances of the City.
(2) 
He shall appoint and remove all nonelective officers and employees, except as otherwise provided in this Charter, and except as he may authorize the head of a department to appoint and remove subordinates.
(3) 
He may direct the temporary transfer of equipment or personnel, exclusive of elected officers, from one department to another department, provided that no such transfer or reassignment shall vest in any official or agency, except as designated in this Charter, the right to make purchases, draw warrants or audit accounts, and he may assign a nonelected officer or employee to more than one position designated in the Charter.
(4) 
He shall organize advisory boards and commissions and appoint the members thereof, and may remove the members of such advisory boards and commissions.
(5) 
He may examine the affairs and conduct of all departments, boards and commissions except the Municipal Court and require reports from the heads of all such departments, boards and commissions.
(6) 
He shall submit to the Council an annual report on City affairs and shall, from time to time, submit reports on City affairs as requested by the Council.
(7) 
He shall sign all proclamations and shall execute on behalf of the City all agreements, deeds and other instruments made in the name of the City.
The President of the Council shall be Mayor pro tempore and shall have all the powers and perform all the duties of Mayor whenever the Mayor shall be absent from the City or for any cause shall be unable to discharge the duties of his office. In the absence or other inability to serve of both the Mayor and the Mayor pro tempore, the members of the Council shall select one of their members to perform the duties of Mayor.
