Except as otherwise provided in this Chapter, the general election
laws of the State, insofar as the same are applicable, shall apply
to and govern all elections held within the City.

A. The
County Board of Election Commissioners is hereby authorized and directed
to conduct all elections to be held in the City; to prescribe, for
the conduct of such elections, all reasonable rules and regulations
therefor, advising the City Clerk and other proper City Officials
of the contents of such rules and regulations; to certify the returns
of such elections to the City Clerk; and to report to the Board of
Aldermen and the City Treasurer of the cost of holding such elections
in the City or the City's proportionate share of the costs of such
election when elections are held for the City and all other political
subdivisions at the same time which costs the City agrees to pay.
B. The
City Clerk shall certify to the Board the candidates and issues to
be voted upon, and shall comply with all ordinances and parts thereof
relating to the conduct of elections set out in this Section.

The following officers shall be elected by the qualified voters
of the City and shall hold office for the term of two (2) years and
until their successors are elected and qualified: Mayor and two (2)
Aldermen from each ward; one (1) such Alderman being elected annually
in each election.

Every candidate for election to office in the City, within the
time specified in Section 115.127, RSMo., shall file or cause to be
filed with the City Clerk or other designated City Official, a personally
signed declaration of candidacy which shall be under oath before a
notary public or other official authorized to administer oaths, stating
the name, address, ward and length of residence in the City of such
person and the office for which he/she is a candidate.

A general election for the elective offices of this City shall
be held on the first (1st) Tuesday after the first (1st) Monday in
April of each year. The City Clerk shall give notice to the public
of such election in the manner and in accordance with the provisions
of Section 115.127, RSMo., and further, by the posting of at least
twenty (20) handbills in as many public places within the City, giving
the date and purpose of such election, the office or offices to be
filled, the proper place for filing declarations of candidacy, the
opening filing date and the closing filing date.

It shall be unlawful for any person to electioneer for any candidate,
party or proposition within a polling place or outside of a polling
place within twenty-five (25) feet of the building's outer door closest
to the polling place, and it shall be unlawful for any judge of election,
clerk or person designated as a challenger under the laws of this
City, or any persons within the polling place, to electioneer for
any candidate, party or proposition.

A. Persons
filing as candidates for any municipal election shall be listed on
the ballot as provided herein.
B. In
accord with the provisions of Section 115.124.2, RSMo., 2016, in the
case of candidates who file a declaration of candidacy with the City
Clerk prior to 5:00 p.m. on the first day for filing, the City Clerk
shall determine by random drawing the order In which such candidates'
names shall appear on the ballot by having each candidate draw a number
at random at the time of filing. The City Clerk shall record the number
drawn with the candidate's declaration of candidacy. The names of
candidates filing on the first day of filing for each office on each
ballot shall be listed in ascending order of the numbers so drawn.
C. The
names of all candidates who file a declaration of candidacy for each
office after the first day of filing shall be listed after those filing
on the first day in the order in which the declarations of candidacy
were filed with the City Clerk.

A. The
City of Frontenac shall be divided into three (3) wards for the purpose
of defining the boundaries from which Aldermen shall be elected and
for such other elective and representative purposes as shall be provided
or required by law, ordinance and the Municipal Code of the City of
Frontenac.
B. The
boundaries of each of the three (3) wards and the numbering of the
same shall be as follows:
1. Ward 2 shall include all of the area of the City of Frontenac within
the following perimeter:
Beginning at the intersection of the eastern limit of the City
of Frontenac and the centerline of Interstate 64, thence westwardly
along the said centerline of Interstate 64 to the intersection of
the centerline of Interstate 64 and the centerline of Spoede Road,
thence northwardly along the centerline of Spoede Road to the intersection
of the centerline of Spoede Road and the centerline of Lynbrook Road
and Frontenac Estates Drive, thence generally westward and northward
along the centerline of the farthest south and farthest west leg of
Frontenac Estates Drive to the intersection of the centerline of Conway
Road and centerline of the farthest west leg of Frontenac Estates
Drive, thence proceeding westward along the centerline of Conway Road
to the intersection of the centerline of Conway Road and the western
boundary line of the City at that point, thence northwardly along
the western boundary line of the City at that point to the northern
boundary line of the City, thence eastwardly to the north/south east
boundary line of the City, thence southwardly along that north/south
east boundary line of the City to its intersection with Interstate
64, at the point of beginning.
2. Ward 3 shall include all of that area of the City lying within the
following perimeter:
Beginning at the intersection of the eastern limit of the City
of Frontenac and the centerline Interstate 64, thence westwardly along
the said centerline of Interstate 64 to the intersection of the centerline
of Interstate 64 and the centerline of Spoede Road, thence northwardly
along the centerline of Spoede Road to the intersection of the centerline
of Spoede Road and the centerline of Lynbrook Road and Frontenac Estates
Drive, thence generally westward and northward along the centerline
of the farthest south and farthest west leg of Frontenac Estates Drive
to the intersection of the centerline of Conway Road and the centerline
of the farthest west leg of Frontenac Estates Drive, thence proceeding
westward along the centerline of Conway Road to the intersection of
the centerline of Conway Road and the western boundary of the City
at that point, thence southwardly along the said western boundary
to the point the City boundary turns westward, thence westwardly along
the north boundary of the City at that point to the western boundary
of the City, thence southward along the western boundary to the line
between the City of Frontenac and the City of Crystal Lake Park, thence
eastwardly along said line and its projection eastwardly to the western
boundary of Portland Subdivision, thence northwardly along the western
boundary of Portland Subdivision to the northern boundary of Portland
Subdivision thence generally eastwardly along the northern boundary
of Portland Subdivision as platted to the centerline of Geyer Road,
thence southwardly along the centerline of Geyer Road to the southern
boundary of Outer Ladue Subdivision, thence eastwardly along the southern
boundary of Outer Ladue Subdivision to the eastern boundary of Outer
Ladue Subdivision, thence northwardly on that eastern boundary to
the southernmost City limit at that point, thence eastwardly to the
western boundary of the City at that point, thence southwardly along
that line of City boundary to the southernmost boundary of the City
of Frontenac at that point, the same being on or adjacent to the southern
boundary line of the property of the Academy of the Sisters of St.
Joseph, thence generally eastwardly and following the boundary of
the City of Frontenac at that point to the north/south east boundary
line of the City, thence northwardly along that north/south east boundary
line of the City to its intersection with Interstate Highway 64, at
the point of beginning.
3. Ward 1 shall include all of the area of the City of Frontenac lying
within the City limits south of the southernmost line of Ward 3.
