In interpreting and applying the provisions of this chapter,
such provisions shall be held to be the minimum requirements for the
promotion of public safety, convenience and general welfare.

This chapter shall be enforced by the Village of Webster Code
Enforcement Officer.
Applications for building permits and certificates of occupancy
shall be made upon such forms and shall be accompanied by such layout
or plot plans as shall be prescribed by the Building Inspector to
facilitate enforcement of this chapter.

A. Any approval issued by any Village official under this chapter, any subdivision approval granted under Chapter
137, Subdivision of Land, any zoning variance and any other permit of any kind which is approved under this chapter, with the exception of building permits issued under the provisions of §
175-8E(2), shall expire if the construction or use permitted by such approval, variance or permit is not begun within one year after the granting of the approval, variance or permit. The recipient of any such approval, variance or permit may apply to the Board or official who issued the approval, variance or permit for an extension of one year in which to begin construction.

B. Building permits issued under the provisions of §
175-8E(2) shall be limited to a period of 90 days. The recipient of such a permit may apply to the Zoning Board of Appeals for an extension of up to six months.
C. This section shall apply to all approvals, variances and permits
granted before the effective date of this chapter or hereafter.
