A. 
Unless the context specifically indicates otherwise, the meanings of terms used in this Article shall be as follows:
BUILDING PLUMBING
The piping which distributes potable water throughout the structure.
BUILDING SERVICE
The piping from the water meter to the customer's building plumbing.
CITY
The City of Strafford, Missouri.
CITY ADMINISTRATOR
That person officially designated by the Board of Aldermen as the Administrator of the City of Strafford.
CITY ENGINEER
That person officially designated by the Board of Aldermen as engineer for the City of Strafford.
CONTRACTOR
Any individual, firm, partnership or corporation hired to install water mains.
CUSTOMER
Any individual, firm, partnership, corporation, political corporation or subdivision of either the State or Federal Government to whom water services are made available from the owner's facilities.
ENGINEER
An individual registered as a professional engineer in the State of Missouri.
MISSOURI DEPARTMENT OF NATURAL RESOURCES (MDNR)
The State agency having jurisdiction over community water systems, including regulations issued by the agency.
POTABLE WATER
Water which has been determined to meet all Missouri Department of Natural Resources regulations for human consumption.
PUBLIC WATER SYSTEM
A system for the provision of the public of piped water for human consumption owned and operated by the City.
PUBLIC WORKS SUPERVISOR
That person designated by the City Administrator as the supervisor of the Public Works Department who is responsible for the supervision of the operations and maintenance of the water and sewer system.
WATER SERVICE MAINS
That portion of the public water system which transmits potable water from the water source to the customers for building service and fire protection.
B. 
"Shall" is mandatory; "should" or "may" is permissive.

A. 
The minimum specifications for the construction and maintenance of water mains of the water system of the City shall be as set forth in the Minimum Design Standards for Missouri Community Water Systems of the Missouri Department of Natural Resources and City design standards on file in the City offices, which are incorporated herein fully by reference thereto as if set forth herein verbatim.
B. 
Water mains of the City will be so constructed as to fully comply with the Minimum Design Standards for Missouri Community Water Systems of the Missouri Department of Natural Resources and City design standards on file in the City offices.
C. 
Water mains shall be designed by an engineer and submitted for approval to the City and the Missouri Department of Natural Resources. The design engineer shall certify the water service mains were constructed, disinfected and tested in accordance with the approved plans, the Minimum Design Standards for Missouri Community Water Systems of the Missouri Department of Natural Resources and City design standards on file in the City offices.
D. 
Following approval by the Missouri Department of Natural Resources, Public Works Supervisor and certification by the engineer, the City will accept the water mains for operation and maintenance.

A. 
The customer/developer within the corporate City limits who requests water service which requires extension of the water service mains of the City shall request and may be granted the right to make such extension by the City. A building service line shall not cross another property other than a public right-of-way for connection to the water main of the City. A building service line shall not in the future be converted to a water service main of the City.
B. 
The customer/developer shall obtain the services of an engineer who shall prepare design plans for the required extensions. The plans shall be submitted to the City and Missouri Department of Natural Resources for approval prior to beginning any work.
C. 
The customer/developer shall obtain the services of a contractor who shall install the lines, etc., in accordance with the approved plans, the Minimum Design Standards for Missouri Community Water Systems of the Missouri Department of Natural Resources and City design standards on file in the City offices. The contractor shall give the City at least forty-eight (48) hours' notice of intent to commence before work is begun.
D. 
The engineer shall prepare the plans in accordance with the following minimum conditions:
1. 
The Minimum Design Standards for Missouri Community Water Systems of the Missouri Department of Natural Resources and City design standards on file in the City offices.
2. 
Minimum main size shall be as follows and shall extend to the last building lot or the customer's property line:
a. 
Main size shall be a minimum of twelve (12) inches along Highway OO, Evergreen Street, Highway 125 and Highway DD without special consent of the City Administrator.
b. 
Main size shall be a minimum of eight (8) inches on all water mains installed or replaced within the City of Strafford without special consent of the City Administrator with the exception of mains regulated in Subsection (D)(2)(a) above.
3. 
Isolation valves shall be spaced along water mains at five-hundred-foot intervals in commercial districts and one-block or eight-hundred-foot intervals in other districts. Isolation valves shall be installed at all tees and junctions.
4. 
Hydrants should be spaced at a maximum of three-hundred-foot intervals in commercial districts and six-hundred-foot intervals in other districts.
5. 
Mains shall be looped where feasible as determined by the City.
6. 
Dead-end mains shall have a hydrant placed at the end.
7. 
The water main design should include delivery of two thousand five hundred (2,500) gpm for commercial districts and one thousand (1,000) gpm for all other districts for fire protection with minimum pressure at any location within the distribution system.
8. 
The design shall include building service connections, including saddle and corporation stop at the main, and sufficient service line (PEX and compression grip connectors) to the meter location at the customer's property line.
9. 
Any building plumbing serving a business or a multifamily residence shall be installed so that water serving each separate office, business or living space may be metered and billed separately, or, with approval of the City Administrator, a single master meter may be installed.
10. 
The design shall include a review of the City's ability to provide the projected peak flows during the peak day usage from the past three (3) years of City experience.
11. 
Backfill shall be clean dirt, free of rocks, debris and a suitable elevation above grade to provide for settlement. Bedding, embedment and backfill shall be at a minimum, in accordance with the Minimum Design Standards for Missouri Community Water Systems of the Missouri Department of Natural Resources.
12. 
All water mains must have gasketed mechanical connection at joints, valves, tees, elbows, fire hydrants and crosses.
13. 
Where disruption of service will create problems, main connections will be made by using a tapping sleeve and valve.
14. 
Residential water meters one (1) inch or less must be placed in a meter box eighteen (18) inches in diameter not less than twenty-four (24) inches deep, but not more than thirty (30) inches deep, with a one-piece steel cover.
15. 
Fire hydrants shall be Muller Centurion or of equal quality.
16. 
All points of change of direction, ells, tees, fire hydrants, etc., must have required thrust block or restraining clamp at all points of thrust.
17. 
Developers and/or contractors are responsible for all cost of installation of water mains, fire hydrants, street connections, valves, fittings and any other appurtenances.
E. 
The customer/developer shall be responsible for all cost of engineering, construction and any associated cost resulting from the extension of the water service mains.
F. 
The City will provide written approval for the extension. The City reserves the right to not approve any extension. The City reserves the right to require a main larger than the size specified in Subsection (D)(2), above, be installed. If the City exercises this option, the City will pay the difference in the cost between the size of pipe, valves, fittings and additional aggregate backfill, with the customer paying for all cost of installation of the larger pipe, valves and fittings.
G. 
The City will review its ability to provide the water demanded by the extension. The City may require the customer to help defray any cost the City incurs to its water sources or storage to approve the customer's extension request.

Any person violating the terms of this Article shall be punished in accordance with Section 100.220 of this Code. In addition, the connection to the City distribution system may be terminated until all provisions of this Article have been completed.
