A. Except
when necessary to avoid conflict with other traffic, or in compliance
with law or the directions of a Police Officer or official traffic
control device, no person shall:
1. Stop, stand or park a vehicle:
a. On the roadway side of any vehicle stopped or parked at the edge
or curb of a street;
e. Between a safety zone and the adjacent curb or within thirty (30)
feet of points on the curb immediately opposite the ends of a safety
zone, unless the (traffic authority) indicates a different length
by signs or markings;
f. Alongside or opposite any street excavation or obstruction when stopping,
standing or parking would obstruct traffic;
g. Upon any bridge or other elevated structure upon a highway or within
a highway tunnel;
i. At any place where official signs prohibit stopping;
j. In such a manner as to impede the normal flow of traffic.
2. Stand or park a vehicle, whether occupied or not, except momentarily
to pick up or discharge a passenger or passengers:
a. In front of a public or private driveway;
b. Within fifteen (15) feet of a fire hydrant;
c. Within twenty (20) feet of a crosswalk at an intersection;
d. Within thirty (30) feet upon the approach to any flashing signal,
stop sign or traffic control signal located at the side of a roadway;
e. Within twenty (20) feet of the driveway entrance to any fire station
and on the side of a street opposite the entrance to any fire station
within seventy-five (75) feet of said entrance (when properly signposted);
except that the provisions of this Section shall not apply to Fire
Department vehicles privately owned by volunteer Fire Department personnel;
f. At any place where official signs prohibit standing.
3. Park a vehicle, whether occupied or not, except temporarily for the
purpose of and while actually engaged in loading or unloading merchandise
or passengers:
a. Within fifty (50) feet of the nearest rail of a railroad crossing;
b. At any place where official signs prohibit parking;
c. Within thirty (30) feet upon the approach to any flashing beacon,
stop sign or traffic control signal, unless the traffic authority
shall indicate a different length by signs or markings;
d. At any place where official signs prohibit stopping, standing or
parking;
e. Within ten (10) feet in each direction from any mailbox used for
rural delivery.
B. No
person shall move a vehicle not lawfully under his/her control into
any such prohibited area or away from a curb such a distance as is
unlawful.
C. Except
as otherwise provided in this Chapter, every vehicle stopped or parked
upon any roadway or street where there are adjacent curbs shall be
stopped or parked with the right-hand wheels of such vehicle parallel
to and within eighteen (18) inches of the right-hand curb. Where curbs
do not exist, such stopping or parking shall be completed in such
a manner as to leave the necessary paved travelway plus one (1) foot
on each side available as a freeway.
No person shall park any vehicle upon a street, other than an
alley, in such a manner or under such conditions as to leave available
less than ten (10) feet of the width of the roadway for free movement
of vehicular traffic.
No person shall park a vehicle within an alley in such a manner
or under such conditions as to leave available less than ten (10)
feet of the width of the roadway for the free movement of vehicular
traffic, and no person shall stop, stand or park a vehicle within
an alley in such position as to block the driveway entrance to any
abutting property.
The City Traffic Engineer is authorized to erect signs upon
the left-hand side of any one-way street to prohibit the standing
or parking of vehicles, and when such signs are in place, no person
shall stand or park a vehicle upon such left-hand side in violation
of any such sign.
In the event a highway includes two (2) or more separate roadways
and traffic is restricted to one (1) direction upon any such roadway,
no person shall stand or park a vehicle upon the left-hand side of
such one-way roadway unless signs are erected to permit such standing
or parking. The City Traffic Engineer is authorized to determine when
standing or parking may be permitted upon the left-hand side of any
such one-way roadway and to erect signs giving notice thereof.

A. Definitions. As used in this Section, camping and recreational
equipment is defined as, and shall include, the following:
AUXILIARY TRAILER
A camping trailer or boat trailer, a vehicular, portable
structure designed and constructed primarily to carry camping and
recreational equipment or a boat while in transit.
MOTORIZED HOME
A portable dwelling designed and constructed as an integral
part of self-propelled vehicle.
PICKUP COACH
A structure designed primarily to be mounted on a pickup
or truck chassis and with sufficient equipment to render it suitable
for use as a temporary dwelling for travel, recreational and vacation
uses.
TRAVEL TRAILER
A vehicular, portable structure built on a chassis, designed
to be used as a temporary dwelling for travel, recreational and vacation
uses, permanently identified "travel trailer" by the manufacturer
of the trailer and, when factory-equipped for the road, having a body
width not exceeding eight (8) feet.
B. Prohibited. It shall be unlawful to park any camping and
recreational equipment on any street, alley, highway or other public
place.
C. Exceptions. Emergency or temporary stopping or parking is
permitted on any alley, street or highway for not longer than forty-eight
(48) hours, subject to any other and further prohibitions, regulations
or ordinances for that street, alley or highway.

A. No
truck or commercial vehicle licensed by the State of Missouri for
more than thirty thousand (30,000) pounds gross vehicle weight shall
park on any dedicated street, public right-of-way or parking lot except
when loading or unloading, providing service or making emergency repairs.
B. No
detached trailer, semi-trailer or similar vehicles shall park on any
dedicated street, public right-of-way or public parking lot except
when loading or unloading, providing service or making emergency repairs.
C. No
unlicensed vehicles, tractors, machinery or equipment shall park on
any dedicated street, public right-of-way or public parking lot except
when loading or unloading, providing services or making emergency
repairs.
D. The
Police Department is hereby authorized to cause any vehicle, trailer,
semi-trailer, tractors, machinery, equipment or similar vehicle violating
the provisions of this Section to be removed and stored if the vehicle
creates a safety hazard or is parked in excess of four (4) hours.
The expense for removal and storage shall be at the owner's or operator's
expense. No vehicle shall be released without written authorization
of the Police Department.

Any person storing or parking a motor vehicle on a parking lot
or on any private way or private street without the consent of the
owner of such parking lot or private way or private street shall be
guilty of a misdemeanor if not a customer of that establishment in
the normal course of business, or if the motor vehicle is stored or
parked without consent of the owner after posted business hours, and
the parking lot or private way or private street is properly posted
with a sign or signs at least eighteen (18) inches wide by twenty-four
(24) inches high with lettering referencing the above Section of City
Code and content.

A. The
City of Sullivan may from time to time designate public on-street
parking spaces for the exclusive use of vehicles which display a distinguishing
license plate or card issued pursuant to Sections 301.071 or 301.142,
RSMo., to physically disabled persons or persons providing transportation
for physically disabled persons. Such designation of parking spaces
shall be made by posting immediately adjacent to, and visible from,
each space a sign upon which is inscribed the international symbol
of accessibility in white on a blue background and may also include
any appropriate wording to indicate that the space is reserved for
the exclusive use of vehicles which display a distinguishing license
plate or card. Any person or corporation in lawful possession of a
public off-street parking facility within Sullivan, Missouri, may
designate reserved parking spaces for the exclusive use of vehicles
which display a distinguishing license plate or card issued pursuant
to Sections 301.071 or 301.142, RSMo., to physically disabled persons
as close as possible to the nearest accessible entrance. Such designation
shall be made by posting immediately adjacent to, and visible from,
each space a sign upon which is inscribed the international symbol
of accessibility in white on a blue background and may also include
any appropriate wording to indicate that the space is reserved for
the exclusive use of vehicles which display a distinguishing license
plate or card.
B. The
owner or person in lawful possession of a public off-street parking
facility and the City of Sullivan, in the case of public on-street
parking facilities, may, after notifying the Police Department of
the City of Sullivan, Missouri, cause the removal of any vehicle not
displaying a distinguishing license plate or card on which is inscribed
the international symbol of accessibility and the word "disabled"
issued pursuant to Section 301.142, RSMo., or a "disabled veteran"
license plate issued pursuant to Section 301.071, RSMo., or a distinguishing
license plate or card issued by any other State from a space designated
for physically disabled persons if there is posted immediately adjacent
to, and readily visible from, such a space a sign on which is inscribed
the international symbol of accessibility in white on a blue background
and may include any appropriate wording to indicate that the space
is reserved for the exclusive use of vehicles which display a distinguishing
license plate or card.
C. Any
person who parks in a space reserved for physically disabled person
and is not displaying distinguishing license plates or card is guilty
of violation of this article and upon conviction shall be punished
by a fine of not less than fifty dollars ($50.00) nor more than three
hundred dollars ($300.00). Any vehicle which has been removed and
which is not properly claimed within thirty (30) days thereafter shall
be considered to be an abandoned vehicle.
D. Law
enforcement officials are empowered to enter upon private property
open to public use to enforce the provisions of this Article.

A. The following streets or portions thereof are designated for physically disabled parking spaces and any violation shall be punishable as provided by Section
355.120 of this Code:
1. One (1) marked space on the north side of Vine Street at the Sullivan
Post Office, current address being 33 West Vine Street.
2. One (1) marked space on the south side of Vine Street at the Scenic
Regional Library Sullivan Branch, current address being 104 West Vine
Street.

3. One (1) marked space at the corner of the south side of Main Street
and the west side of South Church Street.
4. One (1) marked space at the corner of the south side of Main Street
and the east side of South Clark Street.
5. One (1) marked space at the corner of the south side of Main Street
and the west side of South Clark Street.
6. One (1) marked space at the corner of the south side of Main Street
and the east side of Taylor Avenue.
7. One (1) marked space at the corner of the south side of Main Street
and the west side of Taylor Avenue.
8. One (1) marked space at the corner of the south side of Main Street
and the east side of Hughes Ford Road.
