A person commits the offense of littering if he or she places,
deposits, or causes to be placed or deposited, any glass, glass bottles,
wire, nails, tacks, hedge, cans, garbage, trash, refuse, or rubbish
of any kind, nature or description on the right-of-way of any public
road or State highway or on or in any of the waters in this City or
on the banks of any stream, or on any land or water owned, operated
or leased by the State, any board, department, agency or commission
thereof or on any land or water owned, operated or leased by the Federal
Government or the City, or on any private real property owned by another
without the owner's consent.

A. Prohibited. It shall be unlawful to light or maintain any
fire anywhere in the City so close to any building, structure, or
any other flammable material, other than that to be burned, as to
cause a fire hazard. The term "fire", as used herein,
shall not be construed to mean or include a fire in a furnace, stove,
boiler, or fireplace.
B. Containers. It shall be unlawful to burn rubbish of any
kind anywhere in the City except in a stove, furnace, or incinerator
inside a building. No fire shall be built or allowed to burn on any
street or sidewalk or asphalt pavement.
C. Approval Of Fire Chief. It shall be unlawful to burn in
any area in the City unless arrangements are made with and approval
obtained from the Chief of the Fire Department.
D. Time Limits. It shall be unlawful to burn in any area of
the City outside the fire limits except between the hours of 8:00
A.M. and 5:00 P.M. Monday through Friday and all of said burning shall
be attended at all times.

No persons shall congregate or assemble together upon any sidewalk
or crossway in such a manner as to obstruct, hinder, delay, or prevent
travel thereon.
