A. 
Only north of State Highway 60, a facility including buildings, structures, and land for the residential or outpatient treatment of alcohol and/or other drug abuse may be located as a conditional use, if the facility meets all of the following conditions:
1. 
If a residential facility, not more than four (4) persons residing in the building at one (1) time.
2. 
The exterior appearance of the treatment facility shall reasonably conform to the exterior appearance of other dwellings in the vicinity.
3. 
A treatment facility shall not be located closer than one thousand five hundred (1,500) feet to any other substance abuse treatment facility.
4. 
Before any such facility may be built or used for the above purposes, a permit shall be obtained from the Board of Aldermen.
5. 
A treatment facility shall not be located closer than seven hundred fifty (750) feet to any other building.
B. 
Only north of State Highway 60, a facility including buildings, structures, and land for the overnight and transitional service shelter and soup kitchens may be located as a conditional use; if the facility meets all of the following conditions:
1. 
Not more than four (4) persons residing in the building at one (1) time.
2. 
Only residents of the shelter shall be served meals.
3. 
A business license shall be obtained annually and the owner shall verify that the conditions of the conditional use permit are still being met.
4. 
The exterior appearance of the overnight and transitional service shelter and soup kitchen shall reasonably conform to the exterior appearance of other dwellings in the vicinity.
5. 
The overnight and transitional service shelter and soup kitchen shall not be located closer than one thousand five hundred (1,500) feet to any other building in the City of Seymour, Missouri.
6. 
Before any such facility may be built or an existing building used for this purpose, a permit shall be obtained from the Board of Aldermen.
