All utility meters (water and electric) installed by the City of Seymour, Missouri, Utility Department are the sole property of the City of Seymour.

All deposits for utility services shall be returned when service has been discontinued and bills are paid in full.

Whenever and wherever services are not used, it shall be the policy of the Utility Department to remove the meter.

Whenever and wherever a user of City utilities desires a meter to remain on their property that they may have services irregularly, the user shall pay the minimum charge set forth by the Utility Department when they have not used more than the minimum amount.

Application for electric service shall be made to the City Clerk or other person designated by the Board of Aldermen by the owner or occupant of the property to be served and upon the deposit to be known as a meter deposit, the owner or occupant may connect with the City's electric works, the cost of such connection to be paid by the person making application. Commercial and industrial customers shall pay a sum equal to approximately two (2) months bills or the customer requesting such service may furnish a surety bond in the same amount. Meter deposit charges are set out in Section 720.110.

The following shall be the schedule of payment: All persons, partnerships, corporations, which includes any and all builders, or contractors shall pay the sum of thirty dollars ($30.00) to the City Clerk of Seymour, Missouri, before being connected to the electric underground cable by the Electric Superintendent or a designated official.
