Pools used for swimming or bathing shall be in conformity with the requirements of this Chapter. Provided however, these regulations shall not be applicable to any such pool less than twenty-four (24) inches deep, except when such pools are permanently equipped with a water recirculating system or involve structural materials.

Any constructed pool which is used or intended to be used as a swimming pool in connection with a single- family residence and available only to the family of the householder and his/her private guests shall be classified as a private swimming pool. Any swimming pool other than a private swimming pool shall be classified as a public or semi-public swimming pool.

A. 
Permits. A swimming pool or appurtenances thereto shall not be constructed, installed, enlarged or altered until a permit has been obtained. It shall be unlawful to proceed with the construction, installation, enlargement or alteration of any private residential swimming pool and appurtenances within the City of Willard unless permits therefore shall have first been obtained from the City Clerk.
B. 
Plans. Plans shall accurately show dimensions and construction of pool and appurtenances and properly established distances to lot lines, buildings, walks and fences; details of water supply system, drainage and water disposal systems, and all appurtenances pertaining to the swimming pool. Detailed plans of structures, vertical elevations and sections through the pool showing depth shall be included.
C. 
Drawings, Plans And Permits.
1. 
All drawings and plans for the construction, installation, enlargement or alteration of any swimming pool and appurtenances shall first be presented to the City Building Inspector for examination and approval as to proper location and construction.
2. 
All plans and drawings shall be drawn to a scale of not less than one-eighth (1/8) of an inch to the foot, on paper or cloth, in ink or by some process that will not fade or obliterate. All distances and dimensions shall be accurately figured and drawings made explicit and complete, showing the lot line and including information pertaining to the pool, walk and fence construction, water supply system, drainage and water disposal systems and all appurtenances pertaining to the swimming pool. Detail plans and vertical elevations shall also be provided in accordance with the Building Code.
3. 
All private swimming pools, appurtenances, water supply and drainage systems shall be constructed in conformity with the approved plans.

Private swimming pools shall not encroach on any front or side yard. A wall of a swimming pool shall be set back at least ten (10) feet from any rear property line or seven (7) feet from any side property line or twenty (20) feet from any street property line.

A. 
Swimming pool walls and floors shall be constructed of any impervious material which will provide a tight tank with white or light colored finish and easily cleaned surfaces. The floor or bottom surface of the pool shall have a non-slip finish as smooth as possible. The side and end walls of a pool shall present a smooth finish.

Structural design. The pool structure shall be engineered and designed to withstand the expected forces to which it will be subjected.
2. 
Wall slopes. To a depth of up to five (5) feet from the top, the wall slope shall not be more than two (2) feet horizontal in five (5) feet vertical.
3. 
Floor slopes. The slope of the floor on the shallow side of transition point shall not exceed one (1) foot vertical to seven (7) feet horizontal. The transition point between shallow and deep water shall not be more than five (5) feet deep.
4. 
Surface cleaning. All swimming pools shall be provided with a recirculating skimming device or overflow gutters to remove scum and foreign matter from the water. Where skimmers are used, there shall be at least one (1) skimming device for each one thousand (1,000) square feet of surface area or fraction thereof. Where overflow gutters are used, they shall not be less than three (3) inches deep, pitched one-quarter (¼) inch per foot to drains, and constructed so they are safe, cleanable and that matter entering the gutters will not be washed out by a sudden surge of entering water.
5. 
Walkways. All public or semi-public swimming pools shall have walkways not less than four (4) feet in width extending entirely around the pool. Where curbs or sidewalks are used around any swimming pool, they shall have a non-slip surface for a width of not less than one (1) foot at the edge of the pool and shall be so arranged to prevent return of surface water to the pool.
6. 
Steps and ladders. One (1) or more means of egress shall be provided from the pool. Treads of steps or ladders shall have non-slip surfaces and handrails on both sides, except that handrails may be omitted when there are not more than four (4) steps or when they extend the full width of the side or end of the pool.

A. 
Water Supply. All swimming pools shall be provided with a potable water supply, free of cross-connections with the pool or its equipment. No source of water other than that secured from the City waterworks distribution system shall be used in swimming pools.
B. 
Water Treatment. Public and semi-public swimming pools shall be designed and installed so that there is a pool water turnover at least one (1) every eight (8) hours. Filters shall not filter water at a rate in excess of three (3) gallons per minute per square foot of surface area. The treatment system shall be so designed and installed to provide in the water, at all times when the pool is in use, excess chlorine of not less than four-tenths (0.4) parts per million (ppm) or more than six-tenths (0.6) ppm, or excess chloramine between seven-tenths (0.7) or more than seven and one-half (7.5). All recirculation systems shall be provided with an approved hair and lint strainer installed in the system ahead of the pump.
C. 
Private swimming pools shall be designed and installed so that there is a pool water turnover at least once every eighteen (18) hours. Filters shall not filter water at a rate in excess of five (5) gallons per minute per square foot of surface area. The pool owner shall be instructed in proper care and maintenance of the pool by the supplier or builder, including the use of high test calcium hypochlorite (dry chlorine) or sodium hypochlorite (liquid chlorine) or equally effective germicide and algicide and the importance of proper pH (alkalinity and acidity) control.
D. 
Drainage Systems. The swimming pool and equipment shall be equipped to be completely emptied of water and the discharged water shall be disposed of in an approved manner that will not create a nuisance to adjoining property.

A. 
Appurtenant Structures. All appurtenant structures, installations and equipment, such as showers, dressing rooms, equipment houses or other buildings, shall be installed so as not to be a safety hazard. Installations or structures for diving purposes shall be properly anchored to insure stability and properly designed and located for maximum safety.

A. 
Every swimming pool shall be equipped with one (1) or more throw ring buoys not more than fifteen (15) inches in diameter and having sixty (60) feet of three-sixteenths (3/16) inch manila line attached and one (1) or more light but strong poles with blunted ends and not less than twelve (12) feet in length for making reach assists or rescues.

Equipment installations. Pumps, filters and other mechanical and electrical equipment for public and semi-public swimming pools shall be enclosed in such a manner as to be accessible only to authorized persons and not to bathers. Construction and drainage shall be such as to avoid the entrance and accumulation of water in the vicinity of electrical equipment.
2. 
Swimming pool safety devices. Every person owning land on which there is situated a swimming pool, which contains twenty-four (24) inches or more of water in depth at any point, shall erect and maintain thereon an adequate enclosure either surrounding the property or pool area sufficient to make such body of water inaccessible to small children. Such enclosure, including gates therein, must not be less than four (4) feet above the underlying ground; all gates must be self-latching with latches placed four (4) feet above the underlying ground or otherwise made inaccessible from the outside to small children.

A natural barrier, hedge, pool cover or other protective device approved by the Governing Body may be used so long as the degree of protection afforded by the substituted devices or structures is not less than the protection afforded by the enclosure, gate and latch described herein.
4. 
Electrical equipment and accessories. All electrical equipment and wiring associated with swimming pools shall be installed in accordance with Article 680 of the National Electrical Code. This Article covers such aspects as: lighting, wiring, ground fault protection, clearances, bonding, pumps and recirculating equipment, etc.

A. 
For safety reasons, pools should not be utilized until approved by the Building Official.
1. 
Rough-in. At the time of a rough-in inspection the location of the pool will be checked for conformance to site plan. All metal parts and appurtenances should be bonded at this time. All recirculating piping should be in place. All electrical wiring should be roughed-in at this time.
2. 
Final. Pool should be complete and ready for use at time of final inspection. All electrical equipment should be in place and fully operational. Pool should be filled so that recirculation performance can be observed. All safety equipment should be installed and fully operational.
3. 
Periodical. The Building Inspector periodically shall inspect all swimming pools to determine whether or not the provisions of the ordinances regarding health, sanitation and safety applicable thereto are being complied with.

It shall be unlawful to construct, maintain, install or enlarge any swimming pool in the City of Willard except in compliance with all the provisions of this Chapter.
