For the purpose of this Article, the following terms, phrases,
words and their derivations shall have the meaning given herein. When
not inconsistent with the context, words used in the present tense
include the future, words in the singular number include the plural
number. The word "shall" is mandatory and not merely
directory.
CITY
The City of Lake Saint Louis, Missouri.
CITY BOARD
Any commissioned, elected or appointed board or committee
of the City of Lake Saint Louis, Missouri.
PERSON
Any person, firm, partnership, association, corporation,
company or organization of any kind.

A. No person
shall smoke or carry a lighted cigar, cigarette, pipe or match or
use any spark, flame or fire-producing device not specially authorized
for use in such place by the Chief of Police in the following places:
1. Public
meeting room in which and during the time in which any commissioned,
elected or appointed board or committee of the City of Lake Saint
Louis is holding a regular or special meeting or public hearing before
any commissioned, elected or appointed City board or committee.
2. Public
offices, contained in office space designated as City Hall, Finance
Department, Police Department, meeting rooms, conference rooms, assemblage
areas, including hallways and all public buildings owned, leased or
maintained as City facilities.
3. Placarding required. A printed notice advising the occupant of the effect of Subsection
(1) above shall be posted in a conspicuous place in said meeting room of the building during the time a regular or special meeting or public hearing is being held for any commissioned, elected or appointed City board or committee meeting.

The Chief of Police shall have the authority to order "SMOKING
PROHIBITED BY LAW" signs erected in said place of public assemblage,
being any public meeting room of any commissioned, elected or appointed
City board or committee for the City of Lake Saint Louis.

No person shall smoke in said properly placarded place, nor
shall any person remove any placard required to be erected by or under
the authority of this Article.
