The department shall be under the supervision of an executive
officer to be known as the Chief of Police. He/she shall be responsible
to the City Administrator of the City of Lake Saint Louis for the
efficient operation of the Department of Police. He/she shall promptly
perform directives of the City Administrator.

A. The
City Administrator shall appoint the Chief of Police of the Police
Department with the approval of a majority of the Board of Aldermen.
1. The City Administrator may, with the consent of a majority of the
Board of Aldermen, remove from office the Chief of Police at will.
2. The Chief of Police shall appoint, with the approval of the City
Administrator, employees as may hereafter be set by ordinance to efficiently
perform the duties and responsibilities of the department and as funds
provided by law permit.
3. During the first (1st) year of appointment to the department, any
member on probation may be dismissed, subject to written approval
by the City Administrator, by the Chief of Police for unsatisfactory
performance or conduct unbecoming a member without recourse or appeal.
After completion of the probationary period, members other than the
Chief of Police shall not be subject to suspension, demotion, or dismissal
without prior written approval of the City Administrator. Upon request
of the member, charges showing cause for dismissal shall be filed
by the Chief of Police before a Hearing Board within ten (10) days
of dismissal. The member shall be given notice of the hearing with
sufficient time to call witnesses and present evidence in his/her
behalf. The Hearing Board shall hear the evidence and shall file its
recommendations with the City Administrator. Decisions of the Hearing
Board may be appealed to the Board of Aldermen within five (5) working
days. The Board of Aldermen's decision shall be final

4. The Police Review/Personnel Hearing Board. The Police Review/Personnel
Hearing Board shall consist of three (3) regular members and one (1)
alternate member who are residents of the City to be nominated by
the Mayor and to be approved by a three-fourths (¾) vote of
the Board of Aldermen. Their term of office shall be for a term concurrent
with and to terminate with the Mayor's term of office. The meetings
shall be on call as needed and called by the City Administrator. Their
duties shall be to hear evidence submitted by an aggrieved employee
and file its recommendations with the City Administrator.

The City of Lake Saint Louis Chief of Police and all commissioned
Police Officers are hereby empowered to arrest for any violation of
any criminal law of this State or of any provision of the municipal
Code of the City of Lake Saint Louis. All commissioned Police Officers
of the City of Lake Saint Louis are hereby empowered to serve and
execute warrants and other process for apprehension and commitment
of persons in the same manner and to the same extent as authorized
to Peace Officers.

In the case of emergency, the Chief of Police shall have the
power to appoint auxiliary Policemen for temporary purposes. Such
auxiliary Policemen shall be under the command of the Chief of Police
and shall carry out such Police functions as the Chief of Police shall
assign.
