The City Council shall appoint a Solicitor by majority vote
for an indefinite period. The Solicitor shall be a person or firm
of persons licensed to practice law in Pennsylvania. The City Council
may remove the Solicitor by majority vote at any time, with or without
cause.
The Solicitor shall be the chief legal officer of the City and
shall furnish legal advice to the Mayor, City Council and City Administrator
concerning any matter arising in connection with the exercise of their
official powers and duties. The Solicitor shall have the right to
access the records of any officer, department, board, or commission
of the City as necessary in the performance of his/her duties.
The Solicitor shall have other powers and duties as directed
by the City Council.
The City Council shall set the compensation of the Solicitor.
The Solicitor shall not hold any public office of any kind and
shall not hold a political office within Pittston City.
