Every person engaged in hauling or removing earth, sand, rock,
manure, rubbish, offal or other material shall have a box on his/her
truck, wagon, cart or vehicle, and the same shall be constructed with
good tight side, end and bottom boards, so as to prevent the dropping,
spilling or wasting of such earth, sand, rock, manure, rubbish, offal
or other material in or upon any such street, avenue or alley. No
person shall drop, waste, spill or deposit any such earth, sand, rock,
manure, offal, rubbish and other material in or upon any street, avenue
or alley, without proper permission to do so from the City Council;
provided, that any vehicle hauling or removing manure, rubbish, offal,
garbage or other material shall have a cover over the box on the vehicle
and sufficient to prohibit any of the material to fall or blow out
while the vehicle is in transit. Any violation of this Section shall
be deemed an ordinance violation.

All vehicles and substations used in the transportation or holding
of the bodies of dead animals shall have a tank or metal lining in
the bed of such vehicle or substation, or be otherwise so constructed
that the same shall be practically water-tight, so that no drippings,
or seepage from such dead bodies shall escape from such vehicles while
engaged in such transportation or holding; and every such vehicle
shall have a bed of such depth and type of construction and equipment
that any dead body or bodies therein shall be completely hidden from
view of persons using the highways and any public nuisance obviated
while being transported or held.
