The City Council may condemn, construct, reconstruct and repair
sidewalks, streets, avenues and alleys within the City and issue tax
bills on property adjacent thereto, in payment thereof, in the manner
as provided in the laws of the State for Cities of the Third Class.

Every person desiring to build his/her own sidewalk, to construct
curbing along any street, avenue or alley bordering property owned
or occupied by him/her or to build, reconstruct or repair any such
street, avenue or alley shall first procure a grade and permit to
do so from the City Administrator or City Engineer, or other person
acting in his/her stead.

After receiving his/her permit as provided in Section
530.020, the person applying for such permit shall construct the sidewalk, street or curbing, or build, reconstruct or repair such street, avenue or alley, under the direction of the City Administrator or City Engineer, or other person acting in his/her stead. Such construction, reconstruction or repairs shall be made in conformity with this Chapter or other ordinances or orders of the City Council which shall relate to the grade, width, material and construction of such sidewalks, curbing, streets, avenues or alleys. The City Administrator or City Engineer, or other person acting in his/her stead, may cause any such sidewalk, curbing, street, avenue or alley constructed, reconstructed or repaired, which does not conform to this Chapter or to such ordinances or orders, to be changed or reconstructed at the expense of the person so constructing, reconstructing or repairing the same.

The location and width of sidewalks, curbing, streets, avenues
or alleys shall be fixed from time to time by special ordinance, and
every such ordinance shall specify the kinds of materials to be used.
Any person who shall lay, or attempt to lay, any sidewalk, curbing,
street, avenue or alley of different dimensions or materials from
those provided for and authorized by such ordinances shall be deemed
guilty of an ordinance violation.

A. No streets
which have not been accepted by the City of Trenton or new streets
laid out and provided for in the new subdivisions or plats of the
City of Trenton, Missouri, constructed by contractors, land developers
or other persons within the City limits of the City of Trenton, Missouri,
or adjacent areas proposed for and later added to the City of Trenton,
Missouri, shall be constructed or accepted for maintenance by the
City of Trenton, Missouri, or its Street Supervisor unless the streets
shall meet the following minimum standards of construction.
1. Street width. Thirty (30) feet as measured from back of
curb to back of curb for through streets. Twenty-eight (28) feet as
measured from curb to back of curb for cul-de-sac streets.
2. Integral
curb and gutter twenty-four (24) inches width on both sides of pavement.
Curb will be constructed to maintain proper water flow in gutter section.
Curb shall be a minimum height of eleven (11) inches on back side
and six (6) inches on front (pavement). Intersection radii to be constructed
on a minimum of twenty (20) foot radius.
3. Subgrade standards. Due to the nonavailability of testing
equipment for subgrade compaction, subgrade will be compacted in accordance
with the Asphalt Institute Information Series No. 96 (IS-96) Manual
(December 1981), which states subgrade will be compacted and should
not have any deflections noted if heavily loaded truck is driven over
it. An area showing pronounced deflection is not adequately compacted
and either has not been rolled enough or the soil moisture content
is too high. If additional rolling does not correct the unstable condition,
the subgrade should be scarified to a depth of at least six (6) inches,
aerated and recompacted.
4. Residential streets. Minimum base requirements shall be
three (3) inches of asphaltic concrete conforming to Missouri State
Highway Department Specifications Manual (1981), Section 301, entitled
Plant Mix Bituminous Base Course.
a. Surfaces
for residential streets with asphaltic concrete base will be a two
(2) inch thickness of asphaltic concrete of Grade C or D conforming
to Missouri State Highway Department Specifications Manual (1981),
Section 401, entitled Plant Mix Bituminous Pavement.
b. Alternative
minimum base and surface requirements shall have four (4) inch depth
water bound compacted rolled stone. Stone shall pass a one and one-half
(1½) inch square mesh screen. Surfaces for stone base will
be four (4) inches of asphaltic concrete conforming to Missouri State
Highway Department Specifications Manual (1981), Section 401, entitled
Plant Mix Bituminous Pavement.
c. Alternate
structural design for a residential street may have six (6) inches
of concrete pavement slab using local aggregates of three-quarter
(3/4) inch or one (1) inch and a 6-bag mix, not over a three (3) inch
slump and five to seven percent (5 — 7%) air test, placed on
a compacted subgrade.
d. Except
for construction joints which divide paving work into convenient increments,
longitudinal and transverse joints will be used to keep stress within
safe limits and thereby prevent formation of irregular cracks. Longitudinal
construction joints will be in the middle of the street. Sawed transverse
joints will be at no more than twenty (20) foot intervals. Sawed joints
will be sawed no deeper than one-quarter (¼) of the thickness
of pavement.
5. Feeder street. Minimum base requirements shall be five (5)
inches of asphaltic concrete conforming to Missouri State Highway
Specifications Manual (1981), Section 301, entitled Plant Mix bituminous
Base Course.
Surface shall be a two (2) inch thickness of asphaltic concrete
of Grade C or D conforming to Missouri State Highway Department Specifications
Manual (1981), Section 401, entitled Plant Mix Bituminous Pavement.
6. Arterial and light industrial street. Minimum base requirements
shall be eight (8) inches of asphaltic concrete conforming to Missouri
State Highway Department Specifications Manual (1981), Section 301,
entitled Plant Mix Bituminous Base Course.
Surface will be a two (2) inch thickness of asphaltic concrete
of Grade C or D conforming to Missouri State Highway Department Specifications
Manual (1981), Section 401, entitled Plant Mix Bituminous Pavement.
7. Heavy industrial street. Minimum base requirements shall
be ten (10) inches of asphaltic concrete conforming to Missouri State
Highway Department Specifications Manual (1981), Section 301, entitled
Plant Mix Bituminous Base Course.
Surface will be a two (2) inch thickness of asphaltic concrete
of Grade C or D conforming to Missouri State Highway Department Specifications
Manual (1981), Section 401, entitled Plant Mix Bituminous Pavement.
8. All
curb and gutter as well as finished surface of streets shall be laid
to true alignment and grade, and plans shall be submitted to the City
Council of Trenton, Missouri, for its approval showing center line
profile of street, street paving width, type of curb and gutter with
design details. Curb and gutter requirements may be waived upon determination
by City Administrator and Street Supervisor.
9. Asphalt
base thickness shall be increased or may be decreased as determined
by the City Administrator or Street Supervisor.
B. Penalty For Violation. Any person who violates any provision
of this Section shall be guilty of an ordinance violation and upon
conviction thereof shall be punished by a fine of not more than five
hundred dollars ($500.00) or by imprisonment in the City Jail for
not more than three (3) months, or by both such fine and imprisonment.
Each day of violation shall be a separate violation.

No owner or occupant of any house, building, lot or premises,
in front or alongside of which there is any sidewalk, or any other
person, shall build, construct, use, maintain or permit any cellar
door or grating, or any covering of any vault, area, coal hole or
basement, to rise or to be above or to sink below the surface of such
sidewalk, or construct, maintain or allow any fastenings of any such
cellar door, grating or covering to be or remain on the upper side
thereof.
