The golf committee appointees must be a resident of the City of Savannah, Andrew County and/or State of Missouri, a member of the Duncan Hills Golf Course and have paid all City and County taxes. Four (4) of seven (7) members of the golf committee must reside in the City of Savannah. Two (2) of seven (7) members of the golf committee may reside out of the City limits of the City of Savannah, however must reside in Andrew County, Missouri. One (1) of seven (7) members of the golf committee may be an at-large member and reside outside the City limits of the City of Savannah, as well as outside of Andrew County, however said at -large member must be a Missouri resident.

There is hereby established the Duncan Hills Golf Committee. The purpose of such Committee is to aid and assist the Board of Aldermen in administering and managing the Duncan Hills Golf Course.

The Mayor with the approval of the Board of Aldermen shall appoint five (5) members to the Duncan Hills Golf Committee. No members of the municipal government shall be a member of the Committee.

The members of the Duncan Hills Golf Committee shall hold office two (2) for one (1) year, two (2) for two (2) years and one (1) for three (3) years from the first (1st) of September following their appointment. The Mayor shall before the first (1st) of September each year appoint their successors for three (3) year terms. The Mayor may, with the consent of the Board of Aldermen, remove any committee member for misconduct or neglect of duty.

Vacancies on the Duncan Hills Golf Committee occasioned by removal, resignation or otherwise shall be reported to the Board of Aldermen and be filled in like manner as original appointments and no member shall receive compensation.

The Duncan Hills Golf Committee shall immediately after their appointment meet and organize by the election of one (1) of their number as Chairman, and by the election of such other officers as they may deem necessary. They shall propose and recommend such bylaws, rules and regulations for their guidance and for the government of the Duncan Hills Golf Course as may be expedient. All proposed bylaws, rules and regulations shall be in writing and shall be submitted to the Board of Aldermen for approval. The Duncan Hills Golf Committee shall have the authority to collect and remit to the City Treasury any and all income or assets connected with the Duncan Hills Golf Course, whether said income or assets are derived from operation income, gifts and bequests, interest generated from asset investment, or any other source. The Committee shall have exclusive control over the expenditures of all money budgeted by the Board of Aldermen for the Duncan Hills Golf Course, provided said expenditures are made in compliance with procedures established by City ordinance. The Duncan Hills Golf Course Committee shall have power to recommend a suitable person or persons to take care of the Duncan Hills Golf Course and may recommend their compensation and shall have power to recommend removal of such appointees.

A. 
The Duncan Hills Golf Committee shall make on or before the first (1st) day of September an annual report to the Board of Aldermen. Such report shall contain an estimate of income and expenses for the coming fiscal year and a statement of income and expenses for the past fiscal year.
B. 
The report may contain such other statistics, information and suggestions as the Board of Aldermen may require. After review of said annual report, the Board of Aldermen shall budget to the credit of the Duncan Hills Golf Course all sums reasonably necessary for operation of said golf course. In addition, the Board of Aldermen shall budget and return to the Duncan Hills Golf Course all assets accumulated and profits generated by the Duncan Hills Golf Course from prior years. It is the intent of this Article that no assets or profits held or generated in connection with the Duncan Hills Golf Course be appropriated by the Board of Aldermen for use by any other City department for any purpose other than operation of the Duncan Hills Golf Course.

All meetings of the Duncan Hills Golf Committee shall be open to the public and reasonable notice of said meetings shall be given.
