The Board shall be composed of nine (9) members that are citizens of the City of Lexington. Each appointed by the Mayor with the approval of the City Council for a term of three (3) years, the original appointments to the Board to be made for the following terms:
Three (3) members appointed for a term of one (1) year.
Three (3) members appointed for a term of two (2) years.
Three (3) members appointed for a term of three (3) years.
All appointments thereafter shall be for a term of three (3) years. Vacancies shall be filled by the appointing authority for the unexpired term of any member whose office becomes vacant. The Board shall elect a Chairman and an Acting Chairman from its membership who shall serve for a term of office of one (1) year.

The City Council may remove any citizen member of the Transportation Board for cause, stated in writing and after a public hearing.

The Board shall take the necessary steps to market and promote a vigorous and constant transportation program. The Board shall be in charge of and handle all correspondence to citizens, keep accurate records of business proceedings, prioritize a street rehabilitation list, decide on the type of rehabilitation to be completed on each street, prepare a cost estimate of each street to be rehabilitated, maintain a liaison with City Council, seeking funding options, solicit and interview contractors for projects.
