For purposes of this Chapter, the following terms shall have
the following definitions:
PUBLIC PLACE
Any and all public highways, roads, streets, sidewalks, alleys
or thoroughfares, including any portion of the right-of-way thereof,
or any other public lands, spaces, grounds or buildings.
REFUSE
Putrescible and non-putrescible wastes commonly known as
trash, garbage, debris or litter and includes, but is not limited
to, paper, ashes, cardboard, cans, small animal carcasses, glass,
rags, human or animal waste, clothes or wearing apparel of any kind
and other discarded objects.
RUBBISH
Putrescible and non-putrescible wastes of a large size that
do not decay or spoil rapidly or give rise to obnoxious odors including,
without limitation, brush, limbs, wood, large cardboard boxes, discarded
fence posts, crates, vehicle tires, junked or abandoned motor vehicle
bodies or parts, scrap metal, bedsprings, water heaters, discarded
furniture, demolition materials, used lumber and other discarded objects.

A. No
person shall dump, dispose or release, or cause to be dumped, disposed
or released, any refuse or rubbish in or upon any public place except
at any authorized disposal site or as is otherwise allowed by law.
B. In
addition to any penalty or fine imposed, a person in violation of
this Section may be ordered to make restitution to the City for all
cleanup and disposal costs incurred by the City.
