No through truck or motor vehicle traffic of any kind having
a licensed weight in excess of twelve (12) tons (twenty-four thousand
(24,000) pounds) shall travel the following streets or parts of streets:

Grove Street between Missouri Highway 33 and Highway 92.

Regency Drive between 92 Highway Street and 19th Street. (This
Section shall not apply to emergency or to vehicle operators who can
show written proof of making a delivery to a destination along Regency
Drive or connecting side streets.)
