All playgrounds and park areas will be open to the public between
dawn and dusk throughout the year. Notwithstanding the foregoing,
the use of lighted basketball and tennis courts shall be permitted
until 11:00 p.m., prevailing time, or until the court lighting is
turned off, whichever first occurs. "Court lighting" refers to lighting
designed to light athletic events and shall not include security lighting.
Possession or use of alcoholic beverages, illegal drugs, narcotics
or other controlled substances is prohibited.
Immoral or indecent conduct is prohibited.
No person shall willfully make or cause to be made any loud,
boisterous or unseemly noise or disturbance, to the annoyance of any
other person, including but not limited to nearby residents.
Damage to or destruction of equipment or property is prohibited.
All trash, garbage and refuse material generated in a park or
recreational area shall be placed in containers provided for such
purpose.
The use of motorized model airplanes is prohibited except in
those areas where appropriate signs indicate the use of motorized
model airplanes is permitted.
Open fires are permitted only in charcoal grills or other facilities
provided for such purpose. Hot coals, ashes or other by-products of
open fires shall be disposed of in the facilities provided for such
purpose.
The soliciting, posting of signs, distribution, sale, servicing
or rental of any supplies, food or equipment is prohibited. Such activities
shall be conducted only by persons authorized to perform such functions
by West Manchester Township.
Recreational activities shall be restricted to areas that are
appropriate for the particular activity or to those areas where a
particular activity is specifically permitted. The Township shall
post appropriate signs designating permitted or prohibited activities.
Applications for advanced reservation of any Township recreational
area shall be directed, in writing, to the Township or a person designated
by the Township. Reservation of facilities shall depend upon the nature
of the activity, the facility to be reserved and the degree of adverse
impact upon the public use of Township facilities.
The use of motorized vehicles, minibikes, mopeds, skateboards,
roller skates or other wheeled vehicles or devices is prohibited except
when permission is given by permit or through specific design of the
facility. Notwithstanding the foregoing, nothing in this section shall
be deemed to prohibit the parking of automobiles or other licensed
motor vehicles in the areas designated as the parking lots during
the period of time the recreational facilities are open to the public.
Motor vehicles using the facilities in violation of this provision
may be removed by appropriate Township officials at the owner's expense.
The speed limit in all parking areas shall not exceed 15 miles
per hour.

Any person, firm or corporation who or which shall violate or
fail, neglect or refuse to comply with any of the provisions of this
chapter shall, upon conviction thereof in a summary proceeding before
any District Justice, be sentenced to pay a fine of not more than
$600, plus costs of prosecution. Upon default of the payment of the
fine or penalty imposed and the costs, the offender may be sentenced
and committed to the York County Prison for a period not exceeding
30 days.

The Board of Supervisors of West Manchester Township may, by resolution adopted by a majority of the Board of Supervisors, suspend operation and enforcement of one or more of the rules and regulations regulating the use and operation of parks and recreation areas in West Manchester Township. A resolution adopted by the Board of Supervisors shall specifically specify which section or part thereof of Chapter
87, the operation and enforcement of which is being suspended, and the length of time, including indefinitely, for which the operation and enforcement of a particular section or part thereof of this chapter is being suspended. The resolution shall also specify which parks or recreation areas are affected by the resolution adopted by the Board of Supervisors. The Board of Supervisors may at any time, by subsequent resolution duly adopted, reinstate the operation and enforcement of any section of this chapter, the operation and enforcement of which has previously been suspended by the Board of Supervisors.
