The content of this policy establishes generally the suggestions
of the Board of Aldermen to the administration. It is anticipated
that questions may arise as to the meaning or intent of the language
of this policy. The Mayor and Board of Aldermen of the City of Savannah,
Missouri, anticipates the need for clarification and administrative
regulations refining, interpreting and clarifying the Personnel Policy
and directs that the City Administrator supervise the administration
of all departments.

The City Administrator is hereby authorized and directed to
promulgate the regulations which may include interpretive decisions
dealing with personnel matters including, but not limited to, such
regulations and interpretive decisions as may be deemed necessary
to refine, interpret, and clarify the Personnel Policy and any issue
arising in relation to terms of employment, subject only to further
review by the Mayor and Board of Aldermen. The regulations, which
may include interpretive decisions of the City Administrator, shall
be conclusive and binding on the City and all of its officers and
employees.
