A. 
Meetings to be open to the public.
(1) 
All regular and special meetings of the Village Council of the Village of Michiana, its boards, commissions or authorities shall be open to the public. Any person who submits a request in writing to the Village Clerk at least seven days prior to a meeting shall be placed on the agenda for that meeting and shall be heard at that meeting. Persons presenting information to the Council, its boards, commissions or authorities are expected to follow Robert's Rules of Order and shall be allowed a reasonable opportunity to present their information. Pursuant to the Open Meetings Act of the State of Michigan, the meeting may be closed to the public and media.[1]

(2) 
All official meetings of the Council and its committees, its boards, commissions or authorities shall be open to the media, freely subject to recording by radio, television and photographic services at any time, provided that such arrangements do not interfere with the orderly conduct of the meetings.
B. 
Agenda.
(1) 
An agenda for each regular meeting shall be prepared by the President or the chair of each board, commission or authority, with the following order of business:

Any Council, board, commission or authority member shall have the right to add items to the agenda before it is approved. No changes may be made to a Special Meeting agenda unless all members are present and consent to the change.
A. 
During the Council, board, commission or authority discussions and debates, no member shall speak until recognized for that purpose by the President or chair. After such recognition, the member shall confine discussion to the question at hand and to its merits and shall not be interrupted except by a point of order or privilege raised by another member.
B. 
Members of the public, when recognized, shall address their remarks to the Council, board, commission or authority and maintain a courteous tone and avoid interjecting a personal note into debate. No person may speak more than once on the same question.
A. 
The President or chair may call to order any person who is being disorderly by speaking out of order, interrupting the Council, board, commission or authority discussions, speaking without being recognized or otherwise disrupting the proceedings, failing to be germane to the agenda, speaking beyond a reasonable period of time or speaking vulgarities.
B. 
If the person so engaged in presentation is called out of order, he or she shall not be permitted to continue to speak at the same meeting except by motion of the Council, board, commission or authority. If the person shall continue to be disorderly and to disrupt the meeting, the President or chair may order the removal of the person from the meeting. No person shall be removed from a public meeting except for an actual breach of the peace committed at the meeting.
Any person who violates any of the provisions of this article shall, in addition to the other provisions of this article, be deemed guilty of a misdemeanor and shall be punished by a fine of not more than $500 or by imprisonment in the County Jail not to exceed 90 days, or by both such fine and imprisonment.[1]
