The purpose of this article is as follows:
A. For the Town to become a Maryland Smart Energy Community by enrolling
in the program and following the instructions provided by the State
of Maryland.
B. To reduce per-square-foot electricity consumption by 15% relative
to the baseline within five years of the baseline year.
C. To report the Town's electricity consumption annually to the Maryland
Energy Administration in order to ensure that the Town accomplishes
its energy efficiency goals in a timely fashion.
For the purpose of this article, the following terms shall have
the meanings indicated below:
BASELINE
Per-square-foot electricity consumption (MWhrs/GSF) in a
pre-determined baseline year.
BUILDING SPACE
The amount of gross square feet ("GSF") of building space
owned by the Town and for which electricity is paid for by the Town.
ELECTRICITY CONSUMPTION
The amount of megawatt hours (MWhrs) consumed by the Town
on a calendar year ("CY") basis, excluding electricity consumed by
streetlights and buildings owned by the Town, where such consumption
is paid by a building lessee.
The Town shall maintain an annual electricity consumption inventory
for all Town-owned municipal government buildings and other entities
captured in the initial baseline. This annual inventory shall be conducted
using ENERGY STAR® Portfolio Manager (or an equivalent energy
management program previously approved by the Maryland Energy Administration),
the results of which will be presented to the Maryland Energy Administration
by no later than April 1 of each year.
The Town Manager and/or his designee(s) shall be responsible
for implementing the policy set forth in this article.
The policy set forth in this article shall apply to all departments
of the Town, unless otherwise expressly stated herein.

the Town's municipal government buildings by meeting 20% of those
buildings' electricity demand with distributed, renewable energy generation
by 2022.
C. To develop and initiate a Renewable Energy Action Plan to map out
how the Town will reach its renewable energy goals.
D. To report the Town's electricity consumption and renewable generation
capacity annually to the Maryland Energy Administration in order to
ensure that the Town accomplishes its renewable energy goals in a
timely fashion.
For the purpose of this article, the following terms shall have

on a calendar year ("CY") basis, excluding electricity consumed by
streetlights and buildings owned by the Town, where such consumption

RENEWABLE ENERGY
Energy generated from any of the following sources: solar;
wind; biomass (excluding saw dust); methane from anaerobic digestion
of organic materials; geothermal; ocean; fuel cells powered by methane
or biomass; poultry litter; and waste-to-energy facilities.
RENEWABLE ENERGY ACTION PLAN
Provides details on current and future electricity consumption,
estimates required renewable energy production to meet 20% of said
energy consumption, and sets forth detailed installation measures
and timetables that enable the Town to reach its renewable energy
goals.
The Town shall maintain an annual electricity consumption inventory
for all Town-owned municipal government buildings and energy consuming
entities. This annual inventory shall be conducted using ENERGY STAR®
Portfolio Manager (or an equivalent energy management program previously
approved by the Maryland Energy Administration), the results of which
will be presented to the Maryland Energy Administration by no later
than April 1 of each year until the completion of the Town's renewable
energy goals are accomplished.
The Town Manager and/or his designee(s) shall be responsible
for implementing the policy set forth in this article.
