Upon the effective date of this Charter the Town Manager shall
organize a Department of Public Works. The Town Manager shall appoint
a Department of Public Works Director for an indefinite term who shall
be qualified by education, training, or previous experience to perform
the duties of the office.
The Department of Public Works Director shall be responsible
for the supervision and coordination of all public works operations
of the town which are placed under their control by this Charter,
through by-law, by Town Meeting vote, or otherwise. They shall have
responsibility for the operation and administration of their department,
including appointment and dismissal of their employees. They shall
be the Tree Warden and as such shall have sole authority and responsibility
for the planting, maintenance and removal of all public trees. They
shall further be responsible for the suppression of insects within
the Town. Public works operations include, but need not be limited
to the following operations: roadways, refuse collection and disposal,
sewerage, water supply and distribution, forestry services, maintenance
of a municipal motor pool for all vehicles except those of the school,
fire, police, and municipal electric departments.
The Department of Public Works shall assume all the duties and
responsibilities and perform all of the functions, including, but
not limited to those which, prior to the adoption of this Charter,
were performed by the Tree Warden, Moth Superintendent, Highway Department,
and the Water and Sewer Department.
