A. 
All department heads and office managers shall have authorization to make purchases on behalf of the City of Belle up to and not exceed one hundred dollars ($100.00).
B. 
The Mayor or City Administrator shall have the authority to make purchases and contract services up to and not exceed five hundred dollars ($500.00).
C. 
The Board of Aldermen shall have sole authority to make purchases and contract services over five hundred dollars ($500.00) on behalf of the City.
D. 
The Board of Aldermen may at their discretion and whenever appropriate choose to bid purchases or contract for services by the following methods:
1. 
Competitive bids. The City may seek competitive bids for projects by advertising and/or invitations to prospective contractors that the City intends to award contracts.
2. 
Invitations may be sent to inform prospective bidders that a contract is to be awarded and invite bids for the proposed project. An advertisement may be placed in a daily paper of general circulation to likewise invite bids.
All bidders shall submit bids in a similar manner to facilitate analysis and shall be insured.
