A. The
Board of Aldermen of Belle may, by special permit, after public hearing
before the Board, after study and report by the City Planning Commission
and subject to such reasonable conditions and protective restrictions
as are deemed necessary, authorize the following special uses in any
district from which otherwise prohibited:
1. Cemetery or mausoleum on sites of not less than twenty (20) acres.
3. Hospital, animal hospital for small pets, clinic or institution not
primarily for the mentally ill or those with contagious diseases,
provided that less than forty percent (40%) of the total land area
is occupied by buildings and that all the required yards are increased
by one (1) foot for each foot of building height in excess of height
limits specified in this Chapter.
4. Landing field or strip for aircraft.
6. Commercial radio tower or broadcasting station.
7. Removal of gravel, topsoil or similar natural materials, with safeguards
for the protection of adjoining property and the community as a whole.
9. Sanitary fill for the disposal of garbage or trash.
10. Manufactured home park, permanent or temporary, provided:
a. Access to the manufactured home park shall be from an arterial highway
or secondary thoroughfare, that number and location of access drives
shall be controlled for traffic safety and protection of surrounding
properties, that no manufactured home space shall be designed for
direct access to a street outside the boundaries of the manufactured
home park and that the interior access drives shall be at least sixteen
(16) feet in width.
b. The minimum area for a manufactured home site for parking one (1)
manufactured home shall be four thousand (4,000) square feet, with
a minimum width of forty (40) feet, with corners of each site visibly
marked by a permanent marker.
c. One thousand (1,000) square feet of each site shall be used for community
facilities, including play space, utility rooms, parking and access
roads.
d. The manufactured home park shall be surrounded by a landscaped strip
of open space fifty (50) feet wide along the street frontage with
an arterial highway and twenty-five (25) feet wide along all other
lot lines or street frontage.
e. Minimum distance from a manufactured home stand to its lot lines
including corner lots shall be side yard fifteen (15) feet, rear yard
twenty (20) feet, and front yard twenty-five (25) feet.
f. Off-street parking spaces for automobiles shall be provided in the
ratio of one (1) space per manufactured home in locations convenient
to individual manufactured homes or groups of manufactured homes.
g. In a residential district, accessory signs, in addition to internal
directional signs, shall be limited to one (1) flat or detached illuminated
sign with sign area limited to twenty-five (25) square feet.
h. Proper provision shall be made for public water supply, sanitary
sewers, fire protection, refuse collection, laundry, toilet and bathing
facilities.
i. The proposed manufactured home park shall comply with all provisions
of this Chapter and State and local laws and regulations.
11. Non-conforming signs.

A. No
person may use or occupy a recreational vehicle in the corporate limits
of the City of Belle as temporary or permanent living quarters for
a period exceeding ten (10) days in any given calendar year.
B. Any
person or persons violating this Section shall be guilty of an ordinance
violation and shall be punished by a fine of one hundred dollars ($100.00)
and/or up to thirty (30) days in jail and two hundred fifty dollars
($250.00) for any subsequent violations in the same calendar year.
