All persons convicted and sentenced by the Judge of the Municipal
Court, for violations of the ordinances of the City, whether the punishment
be by fine or imprisonment or by both, be put to work and perform
labor on the public streets, highways and alleys or other public buildings
of this City, for such purposes as the City may deem necessary, and
the Chief of Police or Street Commissioner of the City shall have
power and be authorized to have or cause all such prisoners as may
be directed by the Mayor of the City to work out the full number of
days for which they have been sentenced, working upon such public
streets, highways or alleys or public works or buildings of said City,
as may be designated. And if the punishment be by fine and the fine
be not paid, then for every dollar of such judgment and sentence of
the Court the prisoner shall work one (1) day, and it shall be deemed
a part of the judgment and sentence of the court that such prisoner
may be worked as herein provided.
