A. It
shall be the duty of the City Engineer to make all such surveys, plats,
drawings, plans, specifications and estimates that may from time to
time be required of him/her by ordinance or resolution of the City
Council. He/she may have a superintending control of the construction
of any building, bridge, or culvert, or the opening, widening, grading
or other improvement of any street, alley or thoroughfare when so
ordered by the City Manager, with the advice and consent of the Council.
He/she may, whenever so ordered by the City Manager, with the advice
and consent of the Council, make all such surveys as are necessary
for the laying off or improvement of any public park, square or cemetery.
He/she shall prepare plans, specifications and estimates of the cost
of public or district sewers ordered by the Council to be built and
shall have control of their construction.
B. Whenever
so ordered by the City Manager with the advice and consent of the
City Council, he/she shall establish the grade of any street, alley
or thoroughfare that may be required. He shall keep a complete and
correct record of all his/her surveys and official acts in proper
books kept for that purpose, and whenever vacating his/her office,
such record, together with all field notes, profiles, drawings, or
other data relating to surveys of the City or public work and all
instruments and other property in his/her possession which belong
to the City, shall be turned over to his/her successor in office,
or to the City Manager if his/her successor shall not have been appointed
and qualified.

The City Engineer of the City of Charleston while actually engaged
in and carrying on any construction work for this City authorized
by the City Council shall receive such compensation for his/her services
as may be agreed upon by and with the City Council from time to time
for each and every day that he/she is actually working for this City
under the instruction of the City Council.
