An Advisory Park Commission is hereby created for the City of
Charleston, Missouri.

A. The
Advisory Park Commission shall consist of five (5) members, said members
to be appointed by the Mayor. The original appointees to the Commission
shall serve for the following terms: one (1) member shall serve for
a term of five (5) years, one (1) for a term of four (4) years, one
(1) for a term of three (3) years, one (1) for a term of two (2) years,
and one (1) for a term of one (1) year.
B. Terms
Of Office. All subsequent terms shall be for a period of five (5)
years. All terms of office shall expire on the 30th day of April;
provided, however, that members shall continue to hold office until
their successors are appointed.
C. Residents
Of City — Removal Of Members. Members shall be residents of
the City of Charleston. Once appointed, Commission members shall serve
at the pleasure of the City Council and any member may be removed,
with or without cause, by action of the City Council.
D. Vacancies.
Vacancies in the Commission, occasioned by removal, resignation or
otherwise, shall be reported to the City Council and be filled in
like manner as other appointments.

A. The
Advisory Park Commission is hereby charged with the following duties
and responsibilities:
1. To determine the park and recreational needs of the City through
such studies and surveys as deemed necessary and appropriate.
2. To develop long-range capital improvement plans for the development
of City parks and recreational facilities and to present such plans
for consideration to the City Council.

The Commission shall exercise no control over City park funds
other than as is expressly granted by the City Council. Neither shall
the Commission become involved in the daily operation of City park
and recreation programs.
