The Mayor is hereby authorized to establish a reserve Police
unit consisting of as many men as the Mayor or his/her authorized
agent shall deem necessary for the purpose of aiding the regular Police
Department. Any bylaws that shall be set up to regulate the reserve
Police unit shall be subject to approval by the Mayor and the City
Council.

B. All
reserve Police Officers appointed under this Section shall be employees
at will and the commission of said reserve Police Officer may be revoked
at any time and without cause.

A. Candidates
for reserve Police commissions must be recommended by the Chief of
Police and approved by the Mayor and the City Council. Prior to becoming
a reserve Police Officer, the Chief of Police shall determine that
each applicant to become a reserve Police Officer is qualified to
perform the duties of a reserve Police Officer and possesses a high
degree of physical and moral fitness.
B. All
candidates for reserve Police commissions shall successfully complete
a program of testing to the satisfaction of the Chief of Police.
C. All
reserve Police Officers shall take an oath of office and be sworn
in by the City Clerk.

No member of the reserve Police unit shall receive any compensation
from the City for his/her services in the unit, except when extreme
emergencies require continuous duty; then compensation at a rate which
may be established from time to time by the City Council shall be
paid for their services. Members of the reserve Police unit shall
be furnished the use of equipment, including uniforms and firearms.
Said items of equipment shall remain the property of the City.

Any reserve unit Police Officer who shall become injured in
performance of his/her duties for the City shall be subject and entitled
to the benefits of the State Workers' Compensation Law.

A. The
reserve Police unit shall be ready at all times to assist the Police
Department in periods of national emergency, disaster, catastrophe
or any other occasion that the Chief of Police may deem necessary
or desirable.
B. Reserve
Police Officers shall spend a minimum of sixteen (16) hours per month
doing routine Police work, training under supervision of regular Police
Officers or a qualified instructor. Monthly activity reports shall
be kept under the direction of the Chief of Police with copies submitted
quarterly to the Mayor and City Council. All reserve Police Officers
shall be subject to the orders of any member of the Police Department,
the City Manager and the Mayor.
C. All
reserve Police Officers shall familiarize themselves with the Code
of the City of Farmington and all other City ordinances and appropriate
State regulations pertaining to law enforcement and stand ready to
assist or substitute for a Police Officer for the City of Farmington.

This Article and the Police reserve unit thereunder shall be
subject to the provisions of Sections 77.330 to 77.340, RSMo., and
shall not be subject to the provisions of Section 85.541, RSMo.
