The provisions of this Title prohibiting the standing or parking
of a vehicle shall apply at all times or at those times herein specified
or as indicated on official signs except when it is necessary to stop
a vehicle to avoid conflict with other traffic or in compliance with
the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking
shall not relieve any person from the duty to observe other and more
restrictive provisions prohibiting or limiting the stopping, standing
or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall
park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof,
no person shall park a vehicle between the hours specified by ordinance
of any day except Sunday and public holidays within the districts
or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof,
no person shall stop, stand or park a vehicle between the hours specified
by ordinance of any day except Sundays and public holidays within
the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking
time limit is imposed or parking is prohibited on designated streets,
it shall be the duty of the City Traffic Engineer to erect appropriate
signs giving notice thereof and no such regulations shall be effective
unless said signs are erected and in place at the time of any alleged
ordinance violation.
In cases where an equally direct and convenient alternate route
is provided, an ordinance may describe and signs may be erected giving
notice thereof that no persons shall operate any commercial vehicle
upon streets or parts of streets so described except those commercial
vehicles making deliveries thereon.

A. No
tractor-trailer truck, or the tractor or trailer thereof, shall be
parked for a period of more than two (2) hours, either in the day
or at night, upon any street or highway within the limits of this
City.
B. No
truck having a commercial hauling capacity of one and one-half (1½)
tons or more shall be parked for a period of more than two (2) hours,
either in the day or night, upon any street or highway within the
limits of this City.
C. No
truck having a commercial hauling capacity of one and one-half (1½)
tons or more shall park upon any street or highway in this City upon
which parking is permitted at an angle to the curb.

Whenever the City Engineer finds on the basis of falling snow,
sleet or freezing rain, or on the basis of a forecast by a recognized
weather forecasting service of snow, sleet or freezing rain, that
weather conditions will make it necessary that motor vehicle traffic
be expedited and that the parking on City streets be prohibited or
restricted for snow removal and other purposes, the City Engineer
shall put into effect a parking prohibition on parts of or all snow
emergency routes as may be necessary by declaring the same in the
manner prescribed in this Article.

Notwithstanding the provisions of Section
365.090, a parking prohibition shall automatically go into effect on any part of any snow emergency route on which there has been an accumulation of snow and ice of two (2) inches or more during the period from 6:00 A.M. until 11:00 P.M. of any day.

When a prohibition of parking has taken effect under the provisions of either Section
365.090 or Section
365.100, the same shall remain in effect until terminated by announcement of the City Engineer, except that any street area which has become substantially clear of snow and ice from curb to curb for the length of the entire block shall be automatically excluded therefrom. While the parking prohibition is in effect, no person shall park or allow to remain parked any motor vehicle on any portion of a snow emergency route to which the same applies.

The City Engineer shall cause each finding made by him/her pursuant
to this Article to be publicly announced by means of broadcasts from
radio stations with a normal operating range covering the City and
may cause any such finding to be further announced in a newspaper
of general circulation in the City when feasible. Each such announcement
shall describe the action taken by the City Engineer, including the
time it became or will become effective, and shall specify the streets
or areas affected.

When the City Engineer shall find that some or all of the conditions
which give rise to a parking prohibition in effect pursuant to this
Article no longer exist, he/she may declare the prohibition terminated,
in whole or in part, in a manner prescribed by this Article, effective
immediately upon his/her announcement.

On each street designated by this Article as a snow emergency
route, the City Engineer shall post special signs at reasonable intervals
with the wording "Snow Emergency Route. No Parking During Emergency".
These signs shall be distinctive and uniform in appearance and shall
be plainly readable to persons traveling on the City streets.

routes shall be listed in Schedule VII of this Title.
