The City reserves the right to change at any time, by ordinance
or resolution, the rates for the use of water expressed in this Article;
the right to shut off the water in any main or pipe for the purpose
of making improvements, alterations or repairs and to stop and restrict
the supply of water whenever it may be found necessary; and the City
shall not be liable for any suspension of the water supply to any
holder of any water license. Every consumer of water, by accepting
water from the City, shall be bound by the terms and conditions of
this Article.

In addition any person who shall maintain their premises in
such a fashion to render entrance to the property unsafe, including,
but not limited to, the possession or maintenance of a dog or other
animal which has the propensity or the appearance of propensity for
causing harm to the meter reader, shall have their utility service
terminated and shall be guilty of an ordinance violation.

Any person, upon request and upon a payment of a sum equal to
the actual cost of installation of a remote meter reading device,
will alleviate the necessity of the meter reader coming upon their
premises.

The violation of any of the provisions of this Article in regard
to the waterworks system or the failure to pay any water charge when
the same shall be due, and demand has been made therefor, shall be
just cause for shutting off the water supply to any premises and the
forfeiture of any advance payment which has been made thereupon, when
so ordered by the City Council.
