The City reserves the right to refund the original purchase price of any watt-hour meter to its owner and to take over the ownership thereof. In turn, the owner will be required to make a non-interest bearing cash deposit on any meter subsequently furnished him/her, the amount of which shall be determined by the watt-hour capacity of the meter required to properly serve the consumer. Upon discontinuance of service and presentation of the receipt for the meter deposit, the City will refund the full amount thereof and will bear all normal depreciation on the meter. The consumer will be expected to exercise proper care of the meter and shall be held responsible for any damage or loss due to his/her carelessness.
B.
The City reserves the right to change the meter, its location or installation as it may see fit, at no expense to the property owner, except in case it becomes necessary to install a meter of larger watt-hour capacity, in which event an additional sum will be required.
