A. 
The Fire Department of the City of Park Hills shall consist of up to forty-five (45) volunteers, including officers and other firefighters. If fewer than twenty-five (25) volunteers remain qualified under the Standard Operating Guidelines as active firefighters, the City shall recruit additional volunteers by advertisement.
B. 
The Fire Chief shall be appointed by the City Administrator.
C. 
Up to three (3) Assistant Chiefs, up to four (4) Captains, and one (1) Secretary shall be appointed by the Fire Chief after approval by the City Administrator. In the event there are less than twenty-five (25) volunteers, including officers and other firefighters, the Assistant Chiefs and Captains shall be reduced by one (1) each.

D. 
Any person desiring to serve in the Volunteer Fire Department shall be a least eighteen (18) years of age and submit an application for review by the Fire Chief, City Administrator and Chief of Police for screening. Applicants who meet the minimum qualifications for firefighters will be interviewed by the Fire Chief to become candidates for approval by the City Administrator. All firefighters shall be subject to the Standard Operating Guidelines and must reside within five (5) miles of the area within which fire protection services are provided by the Park Hills Volunteer Fire Department.

E. 
The City Administrator and Fire Chief are hereby authorized to issue and enforce rules, regulations and guidelines (herein sometimes collectively referred to as "Standard Operating Guidelines") as they may deem necessary and proper for the efficient operation of the Fire Department, provided such rules, regulations and guidelines shall not be inconsistent with the Municipal Code of the City of Park Hills and provided, further, that such rules, regulations and guidelines shall become effective seven (7) days after the same shall be posted in the Fire Department except in the case of rules, regulations and guidelines which are determined by the Chief or his/her designee to be of an emergency nature which may affect the health, safety and welfare of members of the Fire Department or the citizens of the City, or which are necessary in order to comply with Federal or State Statute or regulation, in which case they shall become effective immediately upon being posted in the Fire Department. A copy of each emergency rule, regulation or guideline shall be distributed at the first regular meeting after it is posted in the Fire Department.

The Fire Chief shall receive a stipend of three hundred dollars ($300.00) per month; the Assistant Fire Chief(s) shall receive a stipend of two hundred fifty dollars ($250.00) per month; the Secretary shall receive a stipend of one hundred dollars ($100.00) per month; and the Captain(s) shall receive a stipend of one hundred dollars ($100.00) per month.

B. 
All officers and other firefighters shall receive payments per call as follows: twenty five dollars ($25.00) for structure fires, fifteen dollars ($15.00) for vehicular or brush fires, and seven dollars ($7.00) for all other calls, including mutual-aid standby, except that no firefighter shall receive payment for any call unless he/she reports to the incident and complies with all Standard Operating Guidelines. All officers and other firefighters shall receive payments for regular weekly meeting attendance of five dollars ($5.00) for attending meetings and five dollars ($5.00) for attending training sessions.

C. 
Reimbursement. Firefighters shall be reimbursed for reasonable out-of-pocket expenses as provided for in the Standard Operating Guidelines.
D. 
Records Of Incident Reports.
1. 
The Secretary shall keep all records and shall turn in such reports to the City Administrator as he/she may request. Incident rosters, meeting attendance reports, and other documents needed to calculate payments shall be submitted by the Secretary to the City Treasurer on a weekly basis. Firefighters shall receive payments at the second regular Fire Department meeting of each month. Payments not received at the regular meeting will be distributed to firefighters by mail.
2. 
The Incident Commander as provided for in the Standard Operating Guidelines shall turn in the incident reports to the Secretary after each incident listing the time the alarm is struck for an incident and the time all equipment has been readied for the next incident, names of firefighters reporting to the incident, location of the incident and apparatus responding to the incident. It shall be the responsibility of all firefighters to report their presence at each and every incident to the Incident Commander and to sign the incident roster.

A. 
Definition. The term "boundaries of the volunteer fire protection association" shall refer to the area set forth in the map attached hereto as Exhibit A,[1] except for that part located within the City limits of the City of Park Hills. Said map shall be signed by the Mayor and dated the date of the passage of this Section.

B. 
The Fire Department shall provide services of fire suppression, fire prevention, rescue, hazardous material response and special operation as follows:
1. 
Within the City limits of the City of Park Hills;
2. 
Within the boundaries of the volunteer fire protection association; and
3. 
As provided for by mutual aid agreements or fire protection contracts with other mutual fire departments, fire protection districts and volunteer fire protection associations.
C. 
In responding to emergencies of non-subscribers within the boundaries of the volunteer fire protection association, the Fire Department shall charge the maximum allowed by Section 320.302, RSMo., or any other relevant State statute, except that no amount shall be charged when the property owner or the individual notifies the Fire Department in writing, prior to the occurrence of an emergency, not to respond to an emergency involving the property.

A. 
All Motor Vehicles Fires. The Fire Department's rate to respond to such a call shall be one hundred dollars ($100.00) to all such calls; however, if the owner is a resident or fire tag holder and no insurance pays, they shall not be billed.
B. 
Petroleum And All Other Products Spills. The charge for answering Fire Department calls concerning petroleum and hazardous materials spills (as defined by the U.S. Department of Transportation in Title 49 of the Code of Federal Regulations or by the Missouri Department of Natural Resources) exceeding fifty (50) gallons shall be one hundred dollars ($100.00) for responding to the call and five hundred dollars ($500.00) per hour for firefighters and fire equipment plus normal equipment rates and personnel costs for other City departments or private contractors necessary for the containment, cleanup and traffic control.

Fire Tags.
1. 
Residential fire tags shall be fifty dollars ($50.00) per year.

The price of each commercial fire tag shall be one hundred dollars ($100.00) per year.
