The rights, powers and duties vested in the administrative officer under the provisions of Articles 8 and 9 of P.L. 1975, c. 291 (N.J.S.A. 40:55D-62 to 40:55D-76), shall be deemed vested in the Zoning Officer of the Borough of Bellmawr appointed by the Mayor for a term of one year, and the Zoning Officer shall be deemed to be the administrative officer where such officer is referred to in said Articles 8 and 9.
The substantive provisions of the Zoning Ordinance shall be enforced by the Zoning Officer. Upon the delivery to him of any application for development of the type referred to in Articles 8 and 9 of P.L. 1975, c. 291, he shall ascertain whether the proposed development complies with the substantive provisions of the Zoning Ordinance, and he shall approve or reject the application within 20 days after filing of the same with the Borough Clerk. The determination of the Zoning Officer herein referred to shall be deemed the decision of the administrative officer within the meaning of Section 59 of P.L. 1975, c. 291 (N.J.S.A. 40:55D-72).
