The position of Administrative Assistant to the Mayor and Council be and is hereby created, and the employment of a person to fill said position be and is hereby authorized.
The Administrative Assistant shall provide a liaison between the Mayor and Council of the Borough and the various departments, boards and agencies of the Borough and shall perform such administrative and ministerial duties and functions as may, from time to time, be assigned to him by the Mayor and Council, including, but not by way of limitation thereof, the making of surveys and studies of the municipal problems of the Borough of Bellmawr as may be referred to him by the Mayor and Council and the preparation of reports of his findings and recommendations to the Mayor and Council for their consideration and action and the analysis and study of present and prospective budgets, purchasing and personnel policies of the Borough and the making of such recommendations to the Mayor and Council with respect thereto.
A. 
The Administrative Assistant shall be responsible for the day to day operations of the Finance Department within the Borough government, and he shall consult and carry out the directions of the Mayor and Council.
B. 
He shall be responsible to the Mayor and governing body, as required by them.
C. 
He shall make all purchases to be made by the Borough of Bellmawr from a list of vendors established by the governing body of the Borough of Bellmawr.
D. 
All requisitions for purchases over the sum of $25 shall be approved or denied by the Administrative Assistant after consulting with the department chairman. Purchases in excess of $500 shall be approved or denied by the Administrative Assistant after consultation with at least a majority of the Borough Council members of the respective committees involved. The Administrative Assistant shall keep a record of all requisitions, purchase orders and delivery receipts which all vendors shall be required to submit to him.
