Parking meters shall be operated by the deposit of a coin in the parking meter by the use of coins or bills in the parking meter/kiosk, or by the use of the designated parking payment app as prescribed by §
15-705 of this Part. The Borough of Phoenixville shall set the parking rates for specified lengths of time in the Master Fee Schedule, as well as the maximum parking times, for each metered parking lot by resolution from time to time; provided, however, that the requirements of this Part as to parking time limits and as to payment of parking rates in parking meter lots shall not apply on Sundays or on legal holidays.

Parking meters/kiosks shall be installed in the parking meter lots established by §
15-701 of this Part. The parking meters/kiosks shall be prominently displayed and readily available for use by persons parking in the parking meter lots. The Borough Manager or his/her designee shall determine the locations of the parking meters/kiosks. Each parking meter/kiosk installed shall indicate by a proper legend the legal parking time established by the Borough of Phoenixville and shall also indicate the duration of the period of legal parking and, on the expiration of that period, shall indicate illegal parking or overparking.
Each parking meter lot shall contain lines and/or markings for
the purpose of delineating the parking spaces. Every vehicle parked
at any parking space within the metered parking lot shall be parked
wholly within the lines or markings of the parking space. All vehicles
shall park head in to the front of the space. It shall be unlawful
and a violation of this Part for any person to park a vehicle across
any such line or marking, or to park a vehicle in such a position
that the vehicle is not wholly within the area designated by those
lines or markings.

1. Whenever a vehicle is to be parked in any parking space designated in any parking meter lot, at any time in the period of limited parking as prescribed by §
15-702 of this Part, the driver of the vehicle, upon entering the parking space, shall immediately cause payment to be deposited into the parking meter as specified in the legend on the parking meter. Upon causing payment to be made into the parking meter, the parking space may be lawfully occupied by the vehicle for the time indicated on the parking meter.
2. If any vehicle shall remain in any such parking space for any length
of time after the parking meter shall indicate by proper signal that
the lawful parking time has expired, that vehicle shall be considered
as having been parked overtime, which shall be a violation of this
Part.
3. When a vehicle is parking in a parking kiosk space with respect to
which the kiosk issues a receipt for purposes of display, the receipt
dispensed by the kiosk evidencing payment of the parking fee for that
space shall be displayed in such a manner as to be clearly visible
through the driver's side portion of the vehicle's windshield. Failure
to properly display the kiosk receipt shall be considered a failure
to pay the meter fee.
4. No vehicle shall display any ticket, tag, handbill, receipt, or other
writing simulating or in imitation of a valid parking meter kiosk
receipt.

It shall be unlawful for any person to deposit in any parking
meter/kiosk installed under the provisions of this Part any slug or
other substitute for a coin of the United States of America.

It shall be unlawful and a violation of this Part for any person
to deposit or cause to be deposited in any parking meter/kiosk installed
under the provisions of this Part any coin or bill, or through the
use of a parking payment app, for the purpose of increasing or extending
the parking time of any vehicle beyond the legal parking time as established
by the Borough of Phoenixville.

It shall be unlawful, and a violation of this Part, for any
person to permit a vehicle to remain in a parking space in a parking
meter/kiosk lot when the parking meter/kiosk displays a signal indicating
that the vehicle has already been parked there beyond the period of
time prescribed for that parking space or the time for which payment
was deposited in the parking meter/kiosk for the parking of that vehicle.

It shall be unlawful, and a violation of this Part, for any
person to deface, tamper with, open or willfully break, destroy or
impair the usefulness of any parking meter/kiosk installed under the
provisions of this Part, provided that nothing in this Part shall
apply to the servicing or opening of parking meters/kiosks by officers,
employees or police officers of the Borough of Phoenixville.
Except as set forth in §
15-712, it shall be the duty of the police officers and parking enforcement officers of the Borough of Phoenixville to enforce all provision of this Part by issuance of tickets or notices of violation and indicating in each:
A. The number of the parking space indicating where the vehicle occupying
the parking space in violation of the provision of this Part was located
and in which metered parking lot the vehicle was located.
B. The date and hour of the violation.
C. The state license number of the vehicle.
D. Any other facts, the knowledge of which is necessary for a thorough
understanding of the circumstances attending the violation.

Any person violating any of the provisions of this Part shall, for each and every such violation, upon conviction thereof, be sentenced to pay a fine in an amount as established in the Master Fee Schedule of the Borough of Phoenixville, plus costs or, in default of payment of said fine and costs, to undergo imprisonment for not more than five days. Any person who shall violate any provision of §
15-709 of this Part shall, for each and every violation, upon conviction thereof, be sentenced to pay a fine of not more than an amount as established in the Master Fee Schedule of the Borough of Phoenixville, plus costs and, in default of payment of said fine and costs, to undergo imprisonment for not more than 10 days.

1. Any vehicle with a valid Borough of Phoenixville residential/employee parking lot permit may park in Borough Parking Lot Nos. 1, 3 and 4 and shall not be found in violation of §§
15-705 and
15-708.
2. Any vehicle with a valid Municipal Building (347-351 Bridge Street) parking lot permit may park in Borough Parking Lot Nos. 4 and 5 and shall not be found in violation of §§
15-705 and
15-708.
3. During the period from March 15 through August 15 for each year during the hours of 3:00 p.m. and 11:00 p.m., Monday through Friday, and 8:00 a.m. to 11:00 p.m. on Saturday and Sunday, and 8:00 a.m. to 11:00 p.m., Monday through Friday when hosting tournaments, showcases, or similar events previously approved by the Borough Manager, Parking Lot 6 is for the exclusive use of the Babe Ruth League of Phoenixville, Inc., and shall not be found in violation of §§
15-705 and
15-708.
4. Any vehicle with a valid Ashland Street (99 Bridge Street) parking lot permit may park in Parking Lot 7 and shall not be found in violation of §§
15-705 and
15-708.
5. Any vehicle with a valid business parking lot permit may park in Parking Lot 9 and shall not be found in violation of §§
15-705 and
15-708 provided that:
A. Permits are only valid from 6:00 a.m. to 4:00 p.m. Monday through
Friday only.
B. Businesses with addresses in the unit blocks of Hall Street, Walnut
Street and Morgan Street between Church Street and Washington Avenue.
C. Business with addresses in the 100, 200 and 300 blocks of Church
Street.
D. Businesses issued permits for Lot 9 are not eligible for Zone "A"
business passes.
E. Lot 9 permits are not authorized for use in any other Borough-managed
parking lot.
6. By resolution, the Borough of Phoenixville may temporarily suspend
the provisions of this Part requiring payment into parking meters
and establishing a maximum parking time in parking meter lots.
7. The Borough of Phoenixville shall have authority to establish no-parking
or special-purpose-parking zones within any metered parking lot and
to remove metered parking from those lots. The provisions of this
Part shall not apply in those areas where no parking or special-purpose
parking is in effect.
