A. 
The Board of Aldermen of the City of Bowling Green, Missouri, find that the Municipal Airport is a valuable asset to the citizens of the City of Bowling Green, Missouri, and that its operation and maintenance is a matter of public safety and is further governed by various Federal and State laws and regulations.
B. 
Compliance with various safety standards, laws and regulations is assisted by knowledge, experience and information from persons actively and regularly using the Municipal Airport facilities.

The Board of Aldermen of the City of Bowling Green, Missouri, does hereby establish an Airport Advisory Committee consisting of three (3) persons to be appointed by the Mayor with the advice and consent of the Board of Aldermen. Each member shall serve for a term of three (3) years; however, the initial appointments shall be for a term of one (1) year, two (2) years and three (3) years respectively for each member so as to provide a staggered term. The Mayor shall designate which members shall serve which terms at the initial appointment.

The Airport Advisory Committee shall consult with and advise from time to time the Board of Aldermen relative to the maintenance, safety, capital improvements, requirements, needs and laws and regulations affecting the Municipal Airport facility. The Airport Advisory Committee shall make recommendations to the Board of Aldermen to aid the Board of Aldermen in the continued operation and maintenance of a safe, effective and well maintained Municipal Airport facility.

In the event of an unforeseen emergency affecting the Municipal Airport facility, the Airport Advisory Committees shall immediately convene and advise the Mayor and City Administrator of any required emergency response or action necessary to alleviate the emergency situation.

The Airport Advisory Committee shall serve in an advisory capacity only and shall have no independent authority to bind the City in any manner.
