The subdivider shall pay the Town all fees as required in this article and at the times specified before being entitled to recording of a plat or certified survey map.
The subdivider shall pay a fee equal to the actual cost to the Town for all engineering work incurred by the Town in connection with the plat or certified survey map, including inspections required by the Town. The subdivider shall pay a fee equal to the actual cost to the Town for such engineering work and inspection as the Town Engineer deems necessary to ensure that the construction of the required improvements is in compliance with the plans, specifications and ordinances of the Town or any other governmental authority. Engineering work shall include the preparation and review of construction plans, standard specifications, inspections and administration of the construction project. The fee shall be paid immediately upon completion of the installation of all improvements, excluding street paving.
The subdivider shall pay a fee equal to the cost of any legal, administrative or fiscal work which may be undertaken by the Town in connection with the plat or certified survey map. The fee shall be paid immediately following the approval of the final plat.

All review fees as required by the State Department of Administration, State Department of Transportation, State Department of Safety and Professional Services and the State Department of Natural Resources, etc., shall be paid by the developer to the proper reviewing agency at the time of application.

In order that adequate open spaces and sites for public uses may be properly located and reserved and in order that the cost of providing public areas such as, but not limited to, parks, recreation areas and public schools may be equitably apportioned on the basis of additional need created by the subdivision development, each subdivider shall be required to reserve land, dedicate land or pay fees in lieu of land for park or other public uses. Each subdivider of land in the Town shall, at the discretion and direction of the Town Board, upon the recommendation of the Planning and Zoning Board, either dedicate open space lands designated on the Town Comprehensive Plan, Official Map or plan component, or reserve such open space lands and pay a public site fee, or, where no open space lands are directly involved, pay a public site fee. The Planning and Zoning Board shall, at the time of reviewing the preliminary plat or certified survey map, recommend to the Town Board the land dedication option, fees in lieu of land option, or reservation of additional land option and record such selection in the minutes of the meeting at which the preliminary plat is presented for approval.
