The Board of Aldermen of the City may by ordinance enter into
a contract or agreement with any other political subdivision for the
provision of Police services by one political subdivision to another
on request, as provided for in Section 70.815, RSMo. The terms "Police", "Policemen" and "Police Department", as used herein, shall refer to Law Enforcement Officers of the
contracting entity.

The Mayor of the City of Winchester is authorized and directed
to enter into and execute on behalf of the City of Winchester a contract
with St. Louis County for the furnishing of full-time Police services
for the City of Winchester.
The Mayor with the approval of a majority of the members of
the Board of Aldermen shall appoint a Chief of Police, who shall perform
all duties required of the Marshal by law and any other Police Officers
found by the Board of Aldermen to be necessary for the good government
of the City. The Chief of Police shall be twenty-one (21) years of
age or older.

A. It
shall be unlawful for any person, corporation or company to install
or have installed within a residence, business, or any other building,
within the City limits of Winchester, a device or tape dialer, which
when activated, sends a pre-recorded voice message over a telephone
cable or wire to the St. Louis County Police Department.
B. That
no alarm of this type be installed in or routed to the St. Louis County
Police facility.
C. That any alarm so described in Subsection
(A) now installed or routed to the police facility shall be removed within ninety (90) days after August 8, 1984.
D. Any
person found in violation of this Section shall be subject to a fine
of not more than five hundred dollars ($500.00) or not more than ninety
(90) days in jail, or both.
