A. 
The St. Louis County Building, Residential, Existing Building, Mechanical, Electrical, Plumbing and Property Maintenance Codes as amended by the County of Saint Louis, Missouri through date of last amendatory ordinances:
1. 
Mechanical Code, Chapter 1108, SLCRO, as amended;
2. 
Electrical Code, Chapter 1102, SLCRO, as amended;
3. 
Plumbing Code, Chapter 1103, SLCRO, as amended;
4. 
Property Maintenance Code, Chapter 1110, SLCRO, as amended;
are hereby adopted as the Mechanical, Electrical, Plumbing and Property Maintenance Codes of the City of Winchester, Missouri, a copy of which is attached hereto, as if fully set out herein.
In addition to all codes administered by the Department of Public Works at St. Louis County, the City shall at the discretion of the Mayor and Board of Aldermen enforce any adopted code through the City's own personnel and Municipal Division of the Circuit Court. Violations shall be penalized in accordance with Section 100.260.
The Mayor of the City of Winchester is authorized to sign certain agreements to authorize the St. Louis County Department of Public Works to perform certain inspection services relating to County Codes adopted by the City of Winchester. The Mayor with the approval of the Board of Aldermen may appoint a Building Inspector to perform inspections and enforce violations under Title V of this Code.
Any person violating any of the provisions of this Article or any of the Codes adopted in this Article shall be deemed guilty of an ordinance violation and upon conviction thereof shall be fined in an amount not exceeding one thousand dollars ($1,000.00) or be imprisoned in the City or County Jail for a period of not exceeding ninety (90) days, or both such fine and imprisonment. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder.
