A. 
There is hereby created, pursuant to § 62.23(1), Wis. Stats., a Plan Commission for the City of Arcadia consisting of seven members. Membership on the Commission is restricted to residents of the City or nonresident users of City water and sewer. The Mayor of the City and a member of the Common Council appointed by the Mayor shall serve as ex officio members of the Plan Commission and shall be entitled to vote on all matters coming before the Plan Commission. Five Commissioners, at least three of whom shall be citizen members who are not City officials, shall be appointed by the Mayor, subject to approval by the Common Council, during the month of April. Citizen members shall be persons of recognized experience and qualifications. Immediately after their appointment, the five members of the Commission so appointed shall be divided into three classes as follows:
(1) 
Two Commissioners in Class A: for the term expiring in April 2007.
(2) 
Two Commissioners in Class B: for the term expiring in April 2008.
(3) 
One Commissioner in Class C: for the term expiring in April 2009.
B. 
Successors shall be appointed by the Mayor, subject to approval by the Common Council, and shall thereafter serve staggered three-year terms. Vacancies occurring in the Commission shall be filled by the Mayor, subject to approval by the Common Council, from time to time as the same occur, such appointee to serve for the unexpired term of the predecessor.
C. 
The Mayor shall appoint a presiding officer from amongst the Commissioners.
The Plan Commission shall have the power to employ experts, including without limitation engineers and attorneys, in discharging the duties of the Plan Commission, and the Plan Commission shall have such powers and perform such duties as are imposed by law or by the Common Council.
The five Commissioners serving on the effective date of this article shall complete their current terms for the periods for which they were appointed.
