Pursuant to the authority granted by § 62.15(1), Wis.
Stats., the City of Arcadia Common Council is hereby authorized to
direct from time to time that any class of public construction, or
any part thereof, may be done directly by City employees without submitting
the same for bids. As used herein, the term "public construction"
means construction, execution, repair, remodeling or improvement of
a public work or building, proposals for which would otherwise be
required to be advertised and let by contract.

Pursuant to the authority granted by § 62.09(l)(b),
Wis. Stats., the Common Council, by two-thirds vote, dispenses with
the Board of Public Works. The duties of the Board of Public Works
shall be performed by the Common Council. The duties of the Board
of Public Works, which shall be performed by the Common Council, shall
be those duties prescribed in this Code of Ordinances and § 62.14(6),
Wis. Stats.
